The premier spoke on Thursday (Jul. 2) at the celebration of the 30th anniversary of Pour un Sourire d'Enfant (PSE) in Phnom Penh.

Samdech Thipadei Hun Manet said meeting people's immediate needs is important, but equipping them with knowledge and skills to support themselves is essential for sustainable development.

He said the philosophy extends beyond helping people earn a living by fostering independence, initiative, and innovation. Rather than waiting for opportunities or instructions, individuals should build their own capabilities, adapt to changing circumstances, and create new opportunities.

On the occasion, Samdech Thipadei emphasised that the approach goes beyond being a mere slogan, calling it a development philosophy that motivates individuals to tackle problems on their own and create opportunities.

He explained that while giving a person a fish provides only temporary relief, teaching them to fish enables them to sustain themselves for life.
