(Phnom Penh): REACHS & Partners Co., Ltd., having been appointed by the National Bank of Cambodia pursuant to Prakas No. ឆ១៤.០២៦. ២៦០. ប្រ.ក dated 10 April 2026 as the liquidator of H-Pay Service PLC., would like to inform and remind the public that recently we have received rumors regarding certain malicious persons falsely claiming to be employees of the liquidator, officials of the National Bank of Cambodia, or third parties, who have been disseminating false information by claiming that they can facilitate payments of compensation in certain amounts in relation to claims submitted by claimants to the liquidator, by making some amount of service fees to such persons.

In our capacity as the liquidator, we hereby clarify that the above rumors and information are entirely false. As of the present time, the liquidation process remains in the stage of data collection and receipt of applications for debt repayment claims, and the liquidator has not yet determined any repayment to claimants. The liquidator further clarifies that any debt repayment shall be made based on the status of the assets recovered from the institution in comparison with the liabilities that are duly recognized. In the event that repayments are made, all such payments shall be conducted exclusively from H-pay's bank accounts, without any direct cash payment, and without requiring payment of any service fees whatsoever.

We therefore strongly remind the public to exercise the utmost caution regarding false information disseminated with fraudulent intent by certain malicious persons seeking to deceive and cause losses to concerned parties.

The public may follow all information or announcements regarding the liquidation process of the institution through the official Facebook Page (Facebook Page: រីចន៍ & ផាតនើរ - REACHS & Partners Co., Ltd.) of REACHS & Partners Co., Ltd. or through certain news media officially published by REACHS & Partners Co., Ltd.
