(Sihanoukville): Cambodian Prime Minister Hun Manet called for clearer delineation of roles among Cambodia’s ports, while confirming that the government is studying the development of dedicated fuel and gas storage facilities to strengthen energy security.

The premier spoke on Friday (May 1) during a ceremony marking the 140th anniversary of International Workers' Day and the 30th anniversary of Japan’s cooperation with Sihanoukville Autonomous Port.

He asserted that ports should be purposefully designed to avoid overlapping functions, advocating distinct roles, including dedicated areas for tourism, cargo, and multi-purpose use.

He reflected on the past decision to suspend the issuance of licenses for new international ports, citing that Cambodia currently possesses adequate port infrastructure.

On the occasion, the prime minister underscored that the focus should now shift towards improving operational efficiency, strengthening capacities, and ensuring cohesive coordination among existing ports rather than fostering competition.

“To ensure efficiency, all ports must complement one another instead of competing,” he said, highlighting the importance of designating specific ports for functions such as container shipping, mixed cargo, and agricultural logistics.

Samdech Thipadei also revealed that the government is assessing plans for specialized fuel and gas storage ports, as global energy disruptions have underscored the need to bolster strategic reserves. He added that any future domestic oil production must be linked to refining facilities and strategically located, cautioning against placing such infrastructure near commercial cargo ports.

With Cambodia’s coastline stretching over 300 kilometres, he said effective planning can ensure an integrated port system that maximizes capacity and long-term resilience.

Prime Minister Hun Manet affirmed that the priority is not expanding the number of ports, but optimizing their functions and ensuring coordinated, sustainable development nationwide.
