(Phnom Penh): On 30 April 2026, the Government of the Kingdom of Cambodia (GKC) enacted the Law on Public-Private Partnerships (PPP) in 2021 and adopted the Sub-Decree on Standard Operating Procedures for PPP Projects in 2022, under which a Project Development Facility for PPP Projects (PDF) has been established to finance the project preparation and other transaction services of Priority PPP Projects.
The General Department of Public-Private Partnerships (GDPPP) of the Ministry of Economy and Finance (MEF), as the management agency for the PDF, intends to renew the Panel of Transaction Advisory Services Consultants under Indefinite Delivery Contract (the "IDC Panel") to have access to a large pool of experts from highly reputable consulting firms. The detailed consultant selection process is provided in Appendix 1.
The scope of services of the Consultants in the IDC Panel involves the provision of project preparation and transaction advisory services for PPP projects in Cambodia across various economic and social sectors.
In this regard, the GDPPP invites eligible national and international consulting firms to submit the Expression of Interest (EOI), using the prescribed template available at Appendix 3 and provide the information and attachments demonstrating their eligibilities, capabilities and availability of PPP-related experiences and technical expertise, for inclusion in the IDC Panel. The IDC Panel will be retained for a period of three (3) years (2026-2029) from the date of approval of the selection of the Consultants by the MEF. The scope of work is outlined in the Terms of Reference (TOR) as attached hereto as Appendix 2.
The Consultants selected to be part of the IDC Panel will be retained under an Indefinite Delivery Contract without any commitment on the part of the MEF or the GKC.

The deadline for submission of EOls and all supporting documents is on 15th June 2026 at 5:00 PM (Cambodian local time). Requests for clarification(s) on any part of the REOI shall be submitted in writing and received by the GDPPP no later than fifteen (15) days before the deadline for submission of the EOI.
