(Phnom Penh): The completion ceremony of Phase III of the Financial Management Information System (FMIS) of Cambodia, together with the handover ceremony of Phase I of the Techo Intranet Project, as well as the launch ceremony for the construction of Phase II of the TECHO INTRANET Project and Phase IV of the FMIS Project, was grandly held at Sokha Hotel in Phnom Penh on Tuesday (Apr. 7).
The ceremony was attended by Aun Pornmoniroth, Minister of Economy and Finance of Cambodia, along with the minister of Planning and secretary of states from 14 ministries including Ministry of Industry, Science, Technology and Innovation, Ministry of Commerce, Ministry of Civil Service, Ministry of Labour and Vocational Training, Ministry of Land Management Urban Planning and Construction, and Ministry of Information, etc., as well as leaders from provincial and municipal governments, the General Department of Taxation, the General Department of Customs and Excise of Cambodia, the General Department of National Treasury, Departments and organizations under the ministry, as well as representatives of various partners.
The ceremony was specially invited to attend Dana Dong, President Hendrick Huang, Executive Vice President, Xiao Mei, Vice President, and Wang Jianhong, CFO of HyalRoute Group, along with several representatives from (Cambodia) Fiber Optic Communication Network Co., Ltd. (CFOCN).
The event aimed to express appreciation and gratitude to HyalRoute Group and CFOCN for their roles as long-term strategic partners of the Ministry of Economy and Finance, and as the primary supporters and implementers of the MEF Intranet Project. They have provided full support and made significant contributions to the construction and operation of this network project.
Hendrick Huang delivered a keynote speech on behalf of HyalRoute Group at the Celebration Ceremony and signed the handover certificate for Phase I of the MEF Intranet Project with Hean Sahib, Secretary of State of the Ministry of Economy and Finance and head of the MEF Intranet Project Management Team.
Aun Pornmoniroth personally presented Certificates of Honour to HyalRoute Group and CFOCN Company, and also presented Certificates of Honour to Huang Xinglong, Chairman of HyalRoute Group, Dana Dong, President of HyalRoute Group, Hendrick Huang, Executive Vice President of HyalRoute Group, He Leping, General Manager of CFOCN, Ouyang Wanhua, Deputy General Manager of CFOCN and members of the management team of CFOCN.
In his speech, Hendrick Huang fondly recalled the arduous journey of Huang Xinglong, Chairman of HyalRoute Group and founder of CFOCN. Driven by a deep sense of patriotism, an entrepreneurial spirit of practical action, and a mission to contribute to society, Huang established CFOCN in Phnom Penh in 2006, marking the beginning of the investment and construction of Cambodia's national fiber optic communication network.
He stated that with gratitude, HyalRoute Group and CFOCN deeply thank Samdech Techo Hun Sen, former Prime Minister of Cambodia and current Chairman of the Senate, along with various national and government leaders, for their attention and immense support. Special thanks were also extended to the Ministry of Economy and Finance and other relevant government departments for their invaluable assistance.
Through years of unremitting effort, CFOCN has successfully completed the investment and construction of a national backbone fiber optic network spanning over 25,000 kilometres, as well as the AAE-1 international submarine cable network connecting 18 countries across Asia, Africa, and Europe.
Currently, CFOCN has developed into Cambodia’s largest telecommunications infrastructure investor and operator. It plays a vital role in achieving network interconnectivity between Cambodia, regional countries, and the world, enabling 17 million Cambodians to access high-quality and affordable communication services, narrowing the digital divide and promoting rapid national economic development.
The current government, led by Samdech Thipadei Hun Manet, has proposed the "Pentagonal Strategy" as its administrative program, prioritising the digital government and digital economy. CFOCN is fully committed to supporting and actively cooperating with the Royal Government of Cambodia to accelerate the national digitalization project, build a digital government and develop a digital economy and society.
Hendrick Huang mentioned that in 2019, during the "Digital Forum" held in Phnom Penh, Chairman Huang Xinglong was invited by the Ministry of Economy and Finance of Cambodia.
At the forum, he reached an agreement with Aun Pornmoniroth, Minister of Economy and Finance, that Fiber Optic Communication Network Co., Ltd. (CFOCN) would fully support the ministry in constructing the Financial Dedicated Network Project.
By utilising high-quality underground fiber optics, the project aims to connect all subordinate institutions of the Ministry of Economy and Finance, as well as key sites such as the General Department of Taxation, the General Department of Customs and Excise of Cambodia and the General Department of National Treasury.
The goal is to establish a secure, reliable and durable government financial network that significantly enhances the operational efficiency of these departments and reduces financial costs. CFOCN will leverage its network resources, advanced technology and operational expertise to help the Ministry achieve networked management of information and data, establishing the Financial Network as the first standardised digital government project.
CFOCN has collaborated closely with the technical team of the Ministry of Economy and Finance of Cambodia, working together to embark on the construction of the Financial Dedicated Network, a strategic engineering project. This nationwide underground fiber-optic network, spanning 7,183 kilometres and covering more than 400 planned sites, is not merely a digital infrastructure project, but a “Digital Artery” that carries the hopes for reform and efficiency in public financial management of Cambodia. It connects the vital systems of the economy, finance, taxation, customs, and treasury from central to local levels; it transmits real-time and accurate fiscal data; and it supports a more transparent, efficient, and modern public financial management system.
CFOCN and the technical team of the Ministry of Economy and Finance (MEF) overcame various difficulties and challenges, including the COVID-19 pandemic, to successfully complete the network connection for 177 key sites in Phase I of the MEF Intranet Project, ensuring its smooth launch and operation. Phase I of the MEF Intranet Project has been operating stably for five years, and the construction of Phase II and subsequent sites is progressing smoothly.
Up to now, CFOCN has invested approximately USD 31.95 million in this financial and taxation dedicated network and have established 29 professional maintenance teams to provide 24/7 operation and maintenance support.
We are delighted to see that the successful operation of this dedicated network has effectively ensured the smooth and secure functioning of the national fiscal and taxation system, significantly enhancing the level of digitalisation in public finance and tax administration. It has received unanimous praise from leaders and officials at all levels of the Ministry of Economy and Finance of Cambodia and its subordinate institutions.
Phase I of the MEF Intranet Project has become a benchmark project for the Cambodian government's dedicated networks and it is also a significant achievement for the Royal Government of Cambodia's Digitalization.
Minister Aun Pornmoniroth affirmed at the ceremony the vital role of the Techo Intranet in advancing Cambodia’s public financial management reform and modernization, as well as enhancing governance capacity.
He also expressed high appreciation for CFOCN’s professional commitment and continued cooperation. He emphasized that the implementation of the FMIS project constitutes an indispensable and solid pillar of the Public Financial Management Reform Program and serves as a key benchmark within the initiative. It is a priority policy project of the Royal Government of Cambodia, with its core objective being to establish a results or performance-oriented public financial management system that is decentralized in nature and aligned with international best practices, while remaining tailored to Cambodia’s national context.
At present, the average payment cycle across government institutions has been reduced from 31 days in 2021 to 9 days in 2025. The FMIS system has supported the full implementation of Electronic Funds Transfer (EFT), achieving a usage rate of 95%, significantly enhancing the transparency and traceability of Cambodia’s public financial flows.
Aun Pornmoniroth emphasised that the adoption of digital technologies and the realization of paperless operations have further enhanced the efficiency and professionalism of Cambodia’s public financial management and national budget execution. Through the Techo Intranet financial network, all connected government ministries and institutions are not only able to seamlessly utilize the FMIS system but can also securely access other relevant digital services with high quality, based on their operational needs.
The Techo Intranet provides a stable and reliable connectivity foundation for the FMIS system, making it the single core system for Cambodia’s public financial management. CFOCN has successfully constructed and handed over the Phase I project of the “Techo Intranet” network to the Ministry of Economy and Finance, making significant contributions to Cambodia’s digital infrastructure development, as well as to the advancement of its digital economy and digital government.
By establishing a modern, robust, and internationally aligned budgetary system, this network project serves as a critical technological enabler supporting Cambodia’s ambitious goal of achieving high-income country status by 2050.
Hendrick Huang stated that as a pioneer in Cambodia's "Digital Infrastructure", CFOCN has always firmly believed that a solid fiber-optic network foundation is the prerequisite for the development of the digital economy. From land cables to submarine cables, and from national backbone and access networks to the Techo Intranet Dedicated Network, we have consistently been committed to strengthening the digital foundation that enables connectivity for all things across Cambodia.
The “Pentagonal Strategy” and the industry 4.0 development roadmap introduced by Samdech Thipadei. Hun Manet,Prime Minister of Cambodia and the Royal Government of Cambodia demonstrate an ambitious digital vision.
CFOCN is willing to continue serving as a steadfast supporter and active contributor to this vision. We look forward to taking this completion and handover ceremony as a new starting point. With the support of Minister Aun Pornmoniroth and the leadership of the Minister of Economy and Finance, HyalRoute Group will continue to support CFOCN in its full commitment to the construction of Phase II of the Techo Intranet Project, FMIS Phase IV, and subsequent sites.

At the ceremony, Aun Pornmoniroth, on behalf of the Royal Government of Cambodia and the Ministry of Economy and Finance, presented Certificates of Special Contribution to 10 representatives from HyalRoute Group and CFOCN in recognition of their outstanding contributions as excellent foreign-invested enterprises to Cambodia's economic and social development, especially in the construction of digital infrastructure.
Igor Driesmans, the European Union Ambassador to Cambodia, stated in his speech that the European Union (EU), composed of 27 European member states, fully supports the construction of the Financial Network and related projects of the Ministry of Economy and Finance. The EU will continue to provide various forms of support, including funding and technology.
This ceremony marks a significant step forward for Cambodia in advancing the digitalization of public financial management and the development of nationwide fiber-optic network infrastructure. This also marks a new milestone for mutually beneficial cooperation between the Royal Government of Cambodia and international professional companies in the field of digital infrastructure.
The Ministry of Economy and Finance of Cambodia serves as the lead authority in advancing the country’s digital economy and digital society. To further promote Cambodia’s digital transformation, the Ministry arranged to hold a digital technology exhibition on 7 April at Sokha Phnom Penh Hotel, in conjunction with the completion and handover ceremony of Phase I of the Techo Intranet Project and the launch ceremony of Phase II Project.
CFOCN, together with international development partners, supplier companies, and local commercial banks, was invited to participate in the digital technology exhibition hosted by the Ministry. As a long-term strategic partner of the Royal Government of Cambodia and the Ministry of Economy and Finance, CFOCN primarily showcased its distinctive high-quality products and first-class services, which mainly include Metro FOC& Backbone FOC, E-Room/ POP Colocation, Fiber Optic Access Network (FTTH/FTTx), AAE-1 International submarine and Landing Station Services.
Minister of Economy and Finance Aun Pornmoniroth, along with distinguished guests, visited CFOCN’s exhibition booth. They expressed great satisfaction with the Techo Intranet dedicated financial network services provided by CFOCN. The network not only supports the FMIS system, but also carries the CamDX data exchange platform, as well as high-security, high-capacity, and high-quality digital services for key institutions such as the General Department of Customs and Excise, the General Department of Taxation, and General Department of National Treasury.
