(Phnom Penh): Cambodia expressed its readiness to resume discussions with Thailand through existing mechanisms, emphasizing that the full activation of the Joint Boundary Commission (JBC), General Border Committee (GBC), and Regional Border Committee (RBC) is the most practical path to lasting peace and shared prosperity.
In a statement dated 25 March 2026, Spokesperson of the Ministry of Foreign Affairs and International Cooperation highlighted the following key points:
1. Cambodia notes that the statement issued on 19 March 2026 by the Joint Information Centre on the Thailand-Cambodia Situation mirrors the exact principles of international law and peaceful resolution that Cambodia has consistently upheld. This alignment of views is a welcome affirmation of the approach and pathway Cambodia has long been advocating for.
2. Cambodia reaffirms that the Joint Boundary Commission (JBC) serves as the authoritative technical body and mechanism established by both sides to define the boundary line between Cambodia and Thailand. The Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC), held on 27 December 2025, clearly emphasises the crucial importance of the JBC’s role, as well as the resumption of the survey and demarcation works in achieving lasting peace along the border between the two countries. JBC-Cambodia stands ready to resume its work immediately based on the Franco-Siamese Convention of 1904, the Treaty of 1907 and the maps produced by the Commission for the Delimitation of the Boundary between Indo-China and Siam, in order to define the boundary between the two countries as agreed, thereby helping to prevent future conflict.
3. To foster genuine trust and confidence, the continued presence and mission of the ASEAN Observer Team (AOT) is essential for verifying compliance with the Joint Statement of 27 December 2025. Cambodia remains proactive in strengthening direct communication channels to prevent misinformation and ensure that all discourse relies on verifiable facts.
4. As a next-door neighbour and fellow ASEAN Member State, Cambodia stands ready to resume discussions through existing mechanisms to resolve differences in accordance with all relevant agreements and international law. Cambodia calls for a shift from diplomatic expressions to substantive and concrete implementation. The full activation of the JBC, GBC, and Regional Border Committee (RBC) frameworks is the pragmatic route to securing lasting peace and shared prosperity.
