(Phnom Penh): Cambodian Prime Minister Hun Manet issued five key recommendations to the Ministry of Industry, Science, Technology and Innovation (MISTI) to enhance the development and management of the clean water sector, ensuring efficiency, quality, safety, affordability, and responsiveness to the needs of citizens, businesses, and industry.

The premier made the remarks on Thursday during the inauguration of the Andong Tasey Water Treatment Plant and the groundbreaking ceremony for clean water infrastructure expansion in five provinces.

The recommendations are as follows:

1. Strengthen coordination and secure water sources
Continue enhancing cooperation with ministries, institutions, sub-national administrations, and stakeholders to protect water infrastructure, secure adequate water sources, and prevent environmental impacts. Clean water supply must meet four core standards: quality, safety, sustainability, and affordability. Authorities are also urged to assess new water sources in Svay Rieng and explore infrastructure links with the Funan Techo Canal to ensure long-term supply.

2. Advance equitable pricing and state role
Promote the implementation of the Equitable Clean Water Pricing Policy while reinforcing the state’s role in ensuring reliable and timely water supply to households, factories, enterprises, industrial zones, SEZs, agro-industrial zones, SME clusters, and rapidly urbanising areas.

3. Expand supply and strengthen regulation
Accelerate clean water expansion in urban and surrounding areas by encouraging greater private sector investment. At the same time, strengthen enforcement of laws and regulations, including tighter management of water licences and improved capacity of private operators.

4. Enhance sustainability and public participation
Deepen collaboration across government, development partners, and the private sector to address sector challenges—particularly water source sustainability and pollution control. Citizens are encouraged to participate in water conservation efforts to support environmental protection and ensure reliable supply nationwide.

5. Promote utility autonomy and sustainable financing
Support greater autonomy for urban water utilities and encourage investment in priority regions, balancing economic and social considerations. Mobilise concessional and low-risk financing to strengthen public utilities, improve financial sustainability, and expand services to underserved areas.
