(Phnom Penh): Minister of Post and Telecommunications Chea Vandeth, and Minister of Health Chheang Ra presided over the "Launching Ceremony of Electronic Immunization Registry (EIR) and Health Facility Management Information System (HFMIS),” at the Ministry of Post and Telecommunications (MPTC).
The event brought together around 360 in-person participants, including government officials, healthcare professionals, and development partners such as the World Health Organization, UNICEF, Clinton Health Access Initiative, and Gavi, the Vaccine Alliance, with more than 3,000 additional participants joining virtually.
Building on earlier collaboration, the Ministry of Health (MOH) and MPTC had previously developed the national vaccination platform (vaccine.gov.kh), which played a key role during the COVID-19 pandemic. The system supported over 8,000 healthcare workers and recorded vaccination data for nearly 15 million people, demonstrating strong cybersecurity and scalability.
Recognising the need for a broader immunization management system, the platform was upgraded into the Electronic Immunization Registry (EIR). Following successful pilot phases beginning in October 2024 and expansion through 2025, the system has now been officially rolled out nationwide.
As of February 2026, EIR has been deployed across 1,443 health facilities, with 2,654 active users, capturing data for over 174,000 citizens and more than 1.1 million vaccination records.
EIR replaces paper-based records with a secure, interoperable digital system, enabling healthcare providers to create individual immunization profiles, track vaccination schedules, and monitor records across all vaccine types. It supports key programs, including routine childhood immunizations, HPV vaccines for girls, tetanus and diphtheria vaccinations for women, and COVID-19 vaccinations for the general population.
Citizens can also access their vaccination history through the MyHealth mini-app on the DG SuperApp.
In parallel, the Health Facility Management Information System (HFMIS) enhances oversight of private healthcare services. The platform allows users to locate facilities, access detailed information on services and staffing, and monitor licensing status. It also features dashboards, searchable databases, and geographic mapping to support data-driven decision-making.
Both ministries reaffirmed their commitment to advancing digital health systems in line with Cambodia’s Digital Government Policy 2022–2035 and the Pentagonal Strategy - Phase I under the leadership of Cambodian Prime Minister Hun Manet.
