(Phnom Penh): The ILO–Korea Partnership Programme organised a workshop on “Research Validation and Consensus Building for Implementing the Global Accelerator by a Just Transition in Construction Industries in Cambodia” on 4 March 2026.
The workshop was held in the presence of Lao Tip Seiha, Secretary of State of the Ministry of Land Management, Urban Planning and Construction, and Som Chamnan, Secretary of State of the Ministry of Labour and Vocational Training, along with representatives from relevant institutions and stakeholders.
Shin Hochul, Chief Technical Advisor of the ILO–Korea Partnership Programme, said the workshop focused on reviewing the final research findings and assessing their practical relevance for Cambodia’s construction sector.
Participants also examined whether the proposed action plan could be implemented within Cambodia’s institutional framework, and discussed next steps, responsibilities, and coordination mechanisms through group discussions, as well as building a shared understanding among the tripartite partners on the way forward.
Shin Hochul emphasized that the programme aims to support practical implementation rather than simply producing research reports. He noted that Occupational Safety and Health (OSH) provides a strong foundation for advancing a just transition in the construction industry.
He added that presentations by the KLES research team, combined with discussions among tripartite partners, enabled in-depth exchanges on key issues affecting the sector.
“The most important point is that a ‘Just Transition’ in Cambodia’s construction sector is not an abstract concept,” Shin Hochul underlined.
He noted that insights and perspectives shared during the workshop, particularly those reflecting grassroots realities, will serve as valuable references for shaping future support under the ILO–Korea Programme.
