(Phnom Penh): On 11 February 2026, the Ministry of External Affairs of the Republic of India, represented by the Embassy of India in Phnom Penh and the Koh Kong Provincial Administration of Cambodia, signed a Memorandum of Understanding (MoU) for the implementation of a new Quick Impact Project (QIP) titled “Construction of a Kindergarten at Peam Kay Primary School, Phnhi Meas Commune, Koh Kong Province.”
The MoU was signed by Chhi Va, Governor of Koh Kong Province, and Vanlalvawna Bawitlung, Ambassador of India to the Kingdom of Cambodia with Chea Sovy, Deputy Governor, senior provincial and local authorities, and distinguished guests in attendance.
Under this project, a kindergarten with two classrooms and appropriate sanitation facilities will be constructed to provide a safe, inclusive, and stimulating early-learning environment for children aged three to five years in Phnhi Meas commune. The project aims to strengthen early childhood education and support the holistic development of young learners.
This initiative follows the successful e-inauguration of the Pre- and Post-Partum Maternity Care Centre at Koh Sdach Communal Hospital, supported by the Government of India under the Mekong-Ganga Cooperation (MGC) framework. The maternity care centre is already delivering improved maternal and child healthcare services to communities in and around Koh Sdach.
India’s development cooperation in Koh Kong Province also includes humanitarian mine action support. In 2023, the Embassy of India and the Cambodian Mine Action Authority signed a grant agreement to support mine clearance in several districts of Koh Kong. As a result, Botum Sakor and Sre Ambel districts have been declared mine-free, enhancing safety and livelihoods for local communities.
Cambodia is a key partner in India’s Act East Policy. Under the Mekong-Ganga Cooperation framework, India supports ten Quick Impact Projects annually in Cambodia across sectors such as health, education, sanitation, agriculture, and women’s empowerment. To date, 70 QIPs have been supported, with 49 completed and 21 currently under implementation, in close coordination with the Royal Government of Cambodia.
