(Phnom Penh): Aiming to strengthen economic stability and financial literacy for entrepreneurs and informal businesses, Khmer Enterprise, Manulife Cambodia, and the Ministry of Industry, Science, Technology, and Innovation have collaborated to organize a Training of Trainers (ToT) on the “Financial Resilience Program for the Informal Economy”, with over 60 participants, on Friday (Feb. 6).

This training aims to provide trainers with essential knowledge in financial management, risk preparedness, economic uncertainties, and long-term budgetary planning. Through this “Training of Trainers” model, it ensures that vital financial knowledge is effectively shared to support entrepreneurs and informal businesses nationwide.

Chhieng Vanmunin, Delegate of the Royal Government in charge as CEO of Khmer Enterprise, said: “The Government, through Khmer Enterprise, continues its mission to support business growth by promoting financial inclusion, which is a crucial step in transitioning from the informal businesses to small and medium-sized enterprises (SMEs). Through this training, entrepreneurs and informal businesses will gain financial knowledge that can enhance their ability to seize greater opportunities to access financial services and other forms of support.”

The training of trainers is divided into three main sections: a presentation on the importance of the program and the strategic direction for the informal economy in Cambodia; training on future planning with safety, financial resilience, and business protection barriers; and practical application during the training to ensure that participants gain knowledge, risk management skills, and effective financial planning.

Mat Sary, Under Secretary of State and Chief of Secretariat of the Coordinating Committee for the Development of Informal Economy (S.CCDIE), the Ministry of Industry, Science, Technology and Innovation, said that “Indeed, today’s Training of Trainers on the Financial Resilience Program for Informal Economy marks another significant achievement resulting from the collaboration between the private sector and the government in developing the informal economy through singing of a Memorandum of Understanding (MoU) between the informal Economy Development Coordinating Committee and Manulife Cambodia on September 8, 2025, to provide insurance benefits and financial literacy training for informal businesses.”

Commenting on this partnership, Rotha Chan, CEO and General Manager of Manulife Cambodia, said: “This Training-the-Trainers session reflects our strong commitment and shared purpose to support the Government of Cambodia in strengthening the informal economy through the Financial Resilience Program and Manulife's Group Personal Accident life insurance. The informal economy is the backbone of Cambodia's growth.

This initiative represents another meaningful commitment and investment from Manulife in providing hope, protection, and a clearer financial pathway for Cambodians who power this vital sector.”

Meanwhile, Khmer Enterprise and Manulife Cambodia officially entered into a strategic partnership to strengthen support for entrepreneurs and informal businesses by providing knowledge on financial resilience, and to reaffirm their shared commitment to promoting sustainable and inclusive economic growth nationwide.

The MoU was signed at Khmer Enterprise by Chhieng Vanmunin, Delegate of the Royal Government in charge as Chief Executive Officer of Khmer Enterprise, and Mr. Rotha Chan, CEO and General Manager of Manulife Cambodia.

The partnership brings together Khmer Enterprise and Manulife Cambodia to promote a stronger and more sustainable entrepreneurial ecosystem, particularly demonstrating a strong commitment to further collaboration with the private sector.
