(Phnom Penh): The Cambodian Civil Society Organizations (CSOs), comprising 896 CSOs (366 NGOs and Associations and 530 Community Groups) as listed below, dedicated to the promotion of peace, human rights, and community welfare, respectfully submit this petition to 17 Embassies and delegation in Cambodia over the recurrent ongoing military intrusions by the Kingdom of Thailand into sovereign territory of Cambodia, resulting heightened tensions, loss of civilian lives, and the displacement of thousands of civilians along the border areas.
The 17 Embassies and delegation include Embassy of the Republic of France, Embassy of the United States of America, Embassy of the United Kingdom of Great Britain and Northern Ireland, Embassy of the People’s Republic of China, Embassy of the Russian Federation, Delegation of the European Union, the United Nations, Embassy of Malaysia, Embassy of the Republic of Indonesia, Embassy of the Republic of Singapore, Embassy of Brunei Darussalam, Embassy of the Socialist Republic of Vietnam, Embassy of the Lao People’s Democratic Republic (Lao DPR), Embassy of the Republic of the Union of Myanmar, Embassy of the Republic of the Philippines, and Embassy of Timor – Leste.
Thailand has breached the cease fire agreement of the 28 July 2025 concluded in Kuala Lumpur, as well as the Joint Declaration of the 26 October 2025 between the Prime Minister of Cambodia and Thailand, in which both parties reaffirmed their commitment to peace and security under the auspice of Donald J. Trump, President of the United States, and Anwar Ibrahim, Prime Minister of Malaysia and ASEAN Chair.
Despite these solemn commitments, on 7 December 2025, Thai military forces unilaterally initiated armed attacks using shotguns, B-40 rocket launchers, and 60mm mortars, on Prolean Thmar, Choam Ksan District, Preah Vihear Province, Cambodia. During this incident, the Royal Cambodian Armed Forces exercised restraint and refrained from returning fire, demonstrating Cambodia’s continued commitment to peace and de-escalation. On 9 December 2025, Cambodia was compelled to exercise its right to self-defense to protect its territorial integrity and civilians from these war crimes.
Despite repeated appeals by the international community for a peaceful resolution, Thailand has continued to use heavy weaponry, including artillery, unmanned aerial drones, fighter aircraft, and cluster bombs, resulting in the systematic destruction of Cambodian civilian infrastructure within Cambodian territory.
Of particular and grave concern is the complete destruction of the ancient Ta Krabei Temple, as well as a serious damage of the Preah Vihear Temple, a UNESCO World Heritage Site. These acts constitute not only an assault on Cambodia’s cultural and historical heritage, but also an irreversible loss to humanity as a whole.
As a consequence of these hostilities and despicable act of aggression, numerous civilians have been killed, and thousands of families – many of them women, children and elderly - have been forcibly displaced, creating an escalating humanitarian crisis along the Cambodia–Thailand border.
Affirming Cambodia’s commitment to peaceful coexistence, non-aggression, and strict adherence to international law, we, the undersigned Cambodian Civil Society Organizations (CSOs), respectfully urge the international community to:
- Condemn all violations of Cambodia’s sovereignty and territorial integrity, in accordance with the Charter of the United Nations and international law;
- Urge Thailand to immediately cease all military operations, withdraw its forces, and fully uphold its commitments under the ceasefire agreement and Joint Declaration;
- Call for the protection of civilian lives and civilian infrastructure, and to provide urgent humanitarian assistance to displaced people affected by the current border situation;
- Safeguard and preserve cultural, historical and heritage sites, particularly UNESCO designated properties, from further damage or destruction;
The Cambodian Civil Society Organizations (CSOs), firmly believe that lasting peace cannot be achieved through violence. Only through genuine dialogue, mutual respect, and strict adherence to international law can sustainable peace and stability between Cambodia and Thailand be achieved.
