(Phnom Penh): Ahead of the General Border Committee (GBC) Secretariat-level meeting scheduled to begin at 4:00 p.m. today in Chanthaburi Province, Thailand has laid out a series of conditions for the talks.

President of the Club of Cambodian Journalists Puy Kea wrote on his social media on Wednesday (Dec. 24).

According to information from Bangkok, the GBC Secretariat-level meeting will be held from 24 to 27 December 2025, followed by a ministerial-level meeting on 27 December in Chanthaburi.

Thailand reaffirmed three key principles as prerequisites for the negotiations. First, Cambodia must announce a ceasefire prior to the talks. Second, the ceasefire must be genuine and continuous, and be monitored by an observer team. Third, Cambodia must sincerely cooperate in landmine clearance efforts and, more importantly, implement the ceasefire immediately once the GBC discussions commence.

Thailand also warned that if officials at the Secretariat level are unable to reach common ground during the meeting period, the GBC talks may be terminated prematurely. In such a scenario, Thai Defense Minister Natthapol and his counterpart would not attend the ministerial meeting scheduled for Saturday.
