(Phnom Penh): Acts of aggression by the Thai government and military against Cambodia’s sovereign territory between 6:00 p.m. on December 22 and 7:00 a.m. on December 23, 2025, involving the firing and dropping of various munitions into civilian areas, have continued to cause widespread humanitarian and infrastructural damage, according to an official report from the Cambodian Ministry of Interior.

1. Deaths and Injuries: There were no additional deaths and injuries. In total, since 7 December, there have been 21 civilian deaths and 83 injuries.

2. Displacement of Civilians: From 7 December, there is a total of 544,685 displaced persons, including 285,532 women and 174,006 children. These figures may continue to change.

3. Destruction of Civilian Physical Infrastructure: 7 civilian houses in Preah Vihear Province and 2 road sections in Banteay Meanchey were damaged. Therefore, since 7 December, the total damage includes 118 civilian houses, 5 schools, 3 health centers, one market, 2 cell towers, a few ancient temples, 5 pagodas, one almsgiving hall, one monks' dormitory, one customs and excise office building, 13 privately-owned buildings, 11 government office buildings, 5 hotels, one community agricultural center, 2 road sections, 2 concrete bridges, one steel bridge, one ancient bridge, one bridgehead, one gas station, 28 vehicles, one vehicle warehouse, and one cassava purchasing warehouse.

The report added that at present, more than half a million Cambodian people, including women and children, are suffering severe hardship due to forced displacement from their homes and schools to escape artillery shells, rockets, and aerial bombardments carried out by Thailand's F-16 aircraft, which have repeatedly destroyed their homes and communities.

While Cambodian heroes were defending the country’s territorial integrity, the ASEAN Foreign Ministers’ Meeting on the Current Situation Between Cambodia and Thailand, held in Malaysia, concluded with the issuance of a special statement, which emphasized the prospects for resuming the implementation of a ceasefire and the Joint Declaration on Cambodia-Thailand Peace.

The Ministry of Interior of the Royal Government of Cambodia supports the welcome expressed by the ASEAN Foreign Ministers regarding efforts to continue the implementation of the ceasefire and to end hostilities between the two countries, as stated in paragraph 9. The paragraph also highlights preparations to convene a meeting of the General Border Committee (GBC) on 24 December to discuss the implementation and verification of the ceasefire.

We remain optimistic that the Thai side will demonstrate sincerity in fully implementing the ceasefire in line with ASEAN’s objectives, the ministry added.
