(Phnom Penh): Cambodian Ministry of Interior reported that from 7 December until 7:00 a.m. on 19 December 2025, the acts of indiscriminate aggression by the Bangkok Government and the Thai military against Cambodia, particularly through shelling and the dropping of munitions on civilian areas, have resulted in the deaths of 18 civilians and injuries to 79 others, extensive damage to homes, property, and physical infrastructure, and a continuously rising number of displaced persons not only in provinces along the border but also in other provinces.

From 6:00 p.m. on 18 December until 7:00 a.m. on 19 December 2025, the impacts are as follows:

1. Deaths and Injuries:
There are no additional civilian casualties or injuries.

2. Displacement of Civilians:
Preah Vihear Province has 10,896 displaced families, equivalent to 34,731 people; Oddar Meanchey Province has 11,377 families, equivalent to 38,319 people; Banteay Meanchey Province has 54,895 families, equivalent to 183,587 people; Battambang Province has 11,780 families, equivalent to 42,249 people; Pursat Province has 900 families, equivalent to 3,221 people; Koh Kong Province has 2,450 families, equivalent to 8,743 people; Siem Reap Province has 42,149 families, equivalent to 133,300 people; Kampot Province has 3,770 families, equivalent to 11,534 people; Kampong Speu Province has 1,073 families, equivalent to 3,785 people; Kandal Province has 2,017 families, equivalent to 6,772 people; Kampong Cham Province has 4,821 families, equivalent to 15,242 people; Kampong Thom Province has 4,722 families, equivalent to 14,389 people; Kep Province has 328 families, equivalent to 1,073 people; and Kratie Province has 477 families, equivalent to 1,383 people.

Since the beginning of the conflict, the total number of displaced persons has increased to 151,655 families, equivalent to 498,328 people, including approximately 260,000 women and nearly 160,000 children.

3. Destruction of Civilian Physical Infrastructure:
Four additional civilian houses were damaged. Since 7 December, the total damage includes 71 civilian houses, one school, one healthcare center, one ancient temple, four pagodas, one Buddhist almshouse, one monks’ dormitory, one customs and excise office building, four casino buildings, three hotels, four other buildings, one community agricultural center, one stone bridge, one steel bridge, one bridgehead, one fuel station, 25 vehicles, one vehicle warehouse, one cassava purchasing warehouse, and one ancient bridge.

In addition, essential public services, including administrative services, healthcare, and education across cities, districts, and communes, have been almost entirely suspended due to the Thai side’s intensified attacks against civilian areas, carried out by the Royal Thai Army, Royal Thai Navy, and Royal Thai Air Force.

We urge the international community to condemn and take action in accordance with international law to compel the Thai side to immediately cease its war of aggression and to return to the implementation of the ceasefire agreement, which is facilitated and witnessed by the United States of America, China, and Malaysia.

The Cambodian people categorically reject acts of aggression, war crimes, and other grave violations committed by the Bangkok Government and the Thai military. As a victim state that has endured the tragedies of war, Cambodia has consistently made every effort, both domestically and internationally, to seek justice and to uphold the principles of positive peace.
