(Geneva): Ly Thuch, Senior Minister and First Vice President of the Cambodian Mine Action and Victim Assistance Authority (CMAA), held a bilateral meeting with Pamela Moraga, Director of the Implementation Support Unit of the Convention on Cluster Munitions (CCM), in Geneva on 2 December 2025.

During the meeting, Senior Minister Ly Thuch informed Pamela Moraga that the use of cluster munitions, particularly against civilians, constitutes a grave violation of international law and humanitarian principles, regardless of whether the offending state is a party to the Convention. He underscored that such acts must be met with strong and unequivocal international condemnation.

He further highlighted that the Thai military’s use of cluster munitions during the Cambodia–Thailand armed clashes in July 2025 has left lasting and deadly consequences. These remnants continue to endanger communities, especially children, and have already claimed additional lives. Most recently, a young Cambodian citizen was killed by a cluster munition left behind from those attacks.

Representing the Royal Government of Cambodia and the victims of these weapons, the senior minister urged the Convention on Cluster Munitions to issue the strongest possible condemnation of any state responsible for deploying cluster munitions and to ensure accountability for their long-term humanitarian impact.
