(Phnom Penh): Lieutenant General Maly Socheata, the Spokesperson of the Ministry of National Defence, would like to inform the general public, both national and international media outlets, regarding the mine explosion incident along the Cambodia-Thailand border involving a Chinese national.

According to the report from the 5th Military Region of the Royal Cambodian Armed Forces, at 03:20 a.m. on 29 November 2025, the Cambodian Border Defence Unit No. 503, stationed in Chouk Chey Village, Ou Bei Choan Commune, Ou Chrov District, Banteay Meanchey Province, heard a mine explosion.

An on-site investigation confirmed that the incident occurred within Cambodia’s minefield area, contaminated by the remnants of past conflicts. The Chinese national, named Shi Jingui, holding Passport Number 2356975263, was reported as a victim of this incident by the Thai authorities. Nonetheless, the Ministry of Interior of Cambodia clarified that the victim’s name does not appear in the Immigration Database of Cambodia’s General Department of Immigration for outbound or inbound travelers.

The Ministry of National Defence of Cambodia firmly denies any accusations made by Thailand regarding the incident. The Ministry underlines that Cambodia strictly adheres to international laws and has not laid new mines. Furthermore, Cambodia has been actively engaged in clearing residual mines from past conflicts to protect the lives and safety of its citizens as well as to promote social and economic development. Cambodia also participates actively in mine clearance activities under the framework of the United Nations.

Regarding humanitarian demining along the Cambodia-Thailand border, the CMAC and TMAC teams acting as the Joint Coordinating Task Force (JCTF) agents have conducted ongoing assessments and discussions on the pilot border areas in the priority border areas, achieving positive results subsequently. In this sense, Cambodia urges Thailand to strictly implement the agreements previously reached by both parties, in which the humanitarian demining activities should be carried out through the JCTF and in accordance with the agreed Standard Operating Procedures (SOP).

The Ministry of National Defence remains committed to promoting peace, stability, and good neighborly relations with Thailand. Cambodia advocates for the peaceful resolution of disputes in accordance with international law and strictly adheres to the Joint Declaration on peace between Cambodia and Thailand signed on 26 October 2025.
