(Phnom Penh): On 25 November 2025, Eat Sophea, Permanent Secretary of State of Foreign Affairs and International Cooperation, led a briefing to members of the diplomatic corps and relevant International Organizations in Phnom Penh on the outcome of a preliminary investigation into the shooting of Cambodian civilians by Thai armed forces on 12 November 2025, in Prey Chan village, O Bei Chorn Commune, O Chrov District, Banteay Meanchey Province.

“According to the findings presented at the briefing, the shooting by Thai forces was unprovoked and resulted in the death of one Cambodian civilian and injuries to three others, in the afternoon of 12 November 2025. There was no gunfire from the Cambodian armed forces either before or after Thai forces opened fire into the village. The findings are from an on-site investigation at Prey Chan Village, conducted by the Cambodian National Police on the morning of 13 November 2025, with the participation of the ASEAN Observation Team (AOT), according to the press release seen by Fresh News on Wednesday (Nov. 26).

“The permanent secretary of state reaffirmed that Cambodia remains firmly committed to the full implementation of the ceasefire agreement of 28 July and the Kuala Lumpur Joint Declaration of 26 October 2025. She reiterated Cambodia’s strong rejection of allegations that Cambodian forces had laid new landmines, and expressed deep regret that Thailand decided to suspend the implementation of the Kuala Lumpur Joint Declaration, after a landmine explosion on 10 November 2025, involving Thai soldiers who entered a landmine contaminated area well within the territory of Cambodia as reflected in the map produced by the Franco-Siamese Mixed Commission and relied upon by the International Court of Justice in its 1962 and 2013 Judgements.”
