(Singapore): Singapore and Cambodia are taking a major step forward in strengthening ASEAN financial connectivity with the launch of a cross-border QR payment linkage between Liquid Group’s RoamQR and Cambodia’s Bakong digital payment system.

The official launch ceremony was held on the sidelines of the Singapore FinTech Festival 2025 (SFF 2025), and was presided over by Dr. Chea Serey, Governor of the National Bank of Cambodia (NBC), and Sopnendu Mohanty, Group CEO of the Global Finance & Technology Network (GFTN). Senior representatives of the NBC, Liquid Group, ACLEDA Bank and Phillip Bank were also in attendance.

Phase 1 of the cross-border QR code payment connection is supported by two sponsoring banks—ACLEDA Bank and Phillip Bank—and allows Cambodian consumers and travellers to make payments by scanning RoamQR codes at participating Singapore merchants with mobile banking applications connected to Bakong and linked to Khmer Riel accounts.

Future phases will also allow Singapore consumers and travellers to scan KHQR in Cambodia for direct settlement from their preferred Singapore mobile payment apps, fostering a two-way, inclusive, and interoperable digital payment ecosystem.

By expanding secure digital channels such as Bakong, the NBC is strengthening public confidence in digital payments and fostering greater transparency and inclusion across Cambodia’s growing financial ecosystem.

This move builds upon Cambodia's significant efforts in digital payment innovation following our successful cross border QR code linkages with Thailand, Vietnam, Laos, Malaysia, China and Japan. We are now extending the connection to Singapore to unlock new opportunities for our citizens, businesses and economies. Together, we are taking a major step toward greater digital financial connectivity across ASEAN and beyond,” said Chea Serey, Governor of the National Bank of Cambodia (NBC).
