(Banteay Meanchey): According to Lieutenant General Maly Socheata, Spokeswoman of the Ministry of National Defence, on 13 November 2025 at 10:20 a.m., the Coordinating Task Force for the Observer Team of the Ministry of National Defence of Cambodia facilitated the ASEAN Observer Team to observe, verify, and report on the incident in which Thai forces used unprovoked violence against innocent Cambodian civilians. The attacks occurred in two rounds, the first at 03:50 p.m. and the second at 05:54 p.m., resulting in three people injured and one person killed in Prey Chan village, O' Bei Chan commune, O' Chrov district, Banteay Meanchey province.

Cambodia urges that Thailand to immediately cease all hostile activities that threaten peace and stability in the region. At the same time, we call on the Thai side to turn to firmly honour the Ceasefire Agreement, the Joint Declaration, as well as the obligations under international law with sincerity, in good faith and goodwill.

The Kingdom of Cambodia calls for an independent investigation into this case and appeals for the participation of qualified international parties to uncover the truth and those responsible in order to deliver justice for the victims of Thai military shootings of innocent Cambodian civilians.

The Ministry of National Defence reiterates that rather than resorting to acts of aggression or the use of force, Cambodia firmly adheres to resolving disputes through peaceful means in accordance with international law, the existing treaties, conventions and agreements, so as to seek solution that is just, fair, long-lasting, and in compliance with international law.
