(Phnom Penh): The Royal Government of Cambodia condemns in strongest term the unprovoked shooting by Thai forces against Cambodian civilians in Prey Chan village, Banteay Meanchey province, in late afternoon of 12 November 2025, resulting in one civilian killed and three others injured.
“This incident represents a serious violation of Cambodia's sovereignty and territorial integrity, as well as a grave breach of international humanitarian law and the fundamental principles of the United Nations Charter, ASEAN Charter and the Treaty of Amity and Cooperation in Southeast Asia (TAC),” according to Cambodian Foreign Ministry’s statement seen by Fresh News on Wednesday (Nov. 12).
“The Royal Government of Cambodia has lodged a formal protest through the Royal Thai Embassy in Phnom Penh, and will take appropriate follow-up measures, including an on-site investigation of this tragic shooting of civilians, with the observation of the ASEAN Observer Team. Cambodia welcomes the support and participation from all interested partners in this investigation.
Cambodia wishes to highlight that, ever since the agreed ceasefire took effect on 28 July 2025, Cambodia has exercised utmost restraint by not taking retaliatory actions in response to incessant blatant provocative actions, including today's tragic shooting of civilians, with a view to preserve the fragile truce.
For the sake of peace, stability, and prosperity for both nations and for the region as a whole, the Royal Government of Cambodia urges Thailand to renounce the threat and use of force, and return to its declared commitment to mutual respect, to peace and peaceful settlement disputes in accordance with international law, as embodied in the Joint Declaration signed between the Prime Ministers of the two countries, in Kuala Lumpur, on 26 October 2025.”
