(Phnom Penh): Lieutenant General Maly Socheata, Spokesperson for the Ministry of National Defense of the Kingdom of Cambodia, clarified on Wednesday (Nov. 12) that around 3:50 p.m., Thai soldiers opened fire on Cambodian civilians in Prey Chan Village, Ou Beichan Commune, Ou Chrov District, Banteay Meanchey Province.

According to preliminary reports from local authorities, the incident left five civilians injured. This aggression follows several days of provocative actions by Thai military forces, clearly intended to escalate tensions along the border.

The Ministry of National Defense strongly condemns this brutal and inhumane act and asserts that it clearly constitutes a violation of the “Joint Declaration on the Cambodia–Thailand Peace Agreement” signed by both parties on 26 October 2025. The agreement was signed by the prime ministers of Cambodia and Thailand under the witness of U.S. President Donald Trump and Malaysian Prime Minister Anwar Ibrahim, the current ASEAN Chair.

In this context, Cambodia calls on the international community to strongly denounce this blatant breach of the joint peace declaration and Thailand’s unlawful actions. Cambodia demands that Thailand take full responsibility for this serious violation.

Cambodia urges Thailand to immediately cease all hostile acts that threaten peace and stability in the region. At the same time, Cambodia calls on Thailand to adhere strictly, sincerely, and in good faith to the ceasefire agreement, the joint peace statement, and all international legal obligations.

Cambodia reaffirms its firm commitment to upholding and implementing the conditions of the ceasefire and the joint peace agreement between the two countries, along with all other agreements previously reached. This commitment is made in good faith and with the highest sense of responsibility. Cambodia remains dedicated to resolving conflicts through peaceful means, in accordance with international law, existing treaties, conventions, and agreements, and firmly opposes threats or the use of force, seeking a just, proper, lasting, and lawful solution.
