(Oddar Meanchey): According to Lieutenant General Maly Socheata, the Spokeswoman of the Ministry of National Defence, on 8 November 2025 at 6:00 p.m., Cambodia continued implementing the 2nd stage of Phase 1 of the removal of heavy and destructive weapons and equipment at Chong Kal District, Oddar Meanchey Province, in accordance with the action plan signed by Lieutenant General Pov Heng, the commander of the Military Region 4 of the Kingdom of Cambodia, and Major General Virakyuth Raksing, the Commander of the 2nd Army Area of the Kingdom of Thailand, on October 31, 2025.

In line with this spirit, the Thai side has likewise conducted the 2nd stage of Phase 1 of the removal of heavy and destructive weapons and equipment under the observation and verification of the ASEAN Observer Team (AOT).

It is important to recall that the removal of heavy and destructive weapons and equipment demonstrates the commitment of both Cambodia and Thailand to respecting and implementing the Kuala Lumpur Joint Declaration between Cambodia and Thailand signed on October 26, 2025, as well as the spirit of the 2nd Special Meeting of the Cambodia–Thailand General Border Committee (GBC) held in Malaysia on October 23, 2025.

According to the agreements mentioned above, on October 31, 2025, Cambodia’s Military Region 4 and Thailand’s Army Area 2 held the 2nd special meeting of the Regional Border Committee (RBC), during which both parties agreed on a phased plan to remove heavy and destructive weapons and equipment.

Under this aforementioned plan, both sides agreed to designate November 1, 2025, as the commencement date to implement Phase 1 of the removal of heavy and destructive weapons and equipment. The 1st phase of the removal of heavy and destructive weapons and equipment is to be carried out for 3 weeks, starting from November 1 to November 21, 2025. The activities today are the implementation of the 2nd week of Phase 1.

Cambodia firmly hopes that both parties—Cambodia and Thailand will continue to fully and effectively implement the Kuala Lumpur Joint Declaration with sincerity, goodwill, and transparency—contributing to the strengthening of peace, stability, cooperation, development, and the swift restoration of normalcy for the benefit of both countries and their peoples for many generations to come.
