(Phnom Penh): The General Prosecution Office to the Supreme Court of the Kingdom of Cambodia is pleased to announce the successful completion of an official working visit to the People’s Republic of China by H.E. Phann Vanrath, Deputy Prosecutor General, from 19 to 25 October 2025, at the invitation of the Supreme People’s Procuratorate of China (SPP).
The visit, coordinated by the International Cooperation Department of the Supreme People’s Procuratorate, brought together prosecutorial experts from Cambodia and Myanmar and featured a series of meaningful exchanges, professional lectures, and institutional visits in Guizhou and Guangxi Provinces.
During the mission, H.E. Phann Vanrath delivered two major lectures:
• “The Cambodian Prosecution System” at the People’s Procuratorate of Guizhou Province, and
• “International Cooperation to Combat Telecom Fraud and Cambodia’s Practice” at the National College of Prosecutors of China in Guangxi.
Each lecture was attended by approximately 150 prosecutors from across China and generated lively discussions, with participants posing insightful and thought-provoking questions. The sessions served as valuable opportunities to exchange practical experiences and strengthen professional ties between Cambodian and Chinese prosecution offices.
Warm Reception and Professional Coordination
The Cambodian delegation received a warm and well-coordinated welcome from Chinese counterparts.
H.E. Phann Vanrath expressed his heartfelt appreciation to Chief Prosecutor Wang Yongjin of the People’s Procuratorate of Guizhou Province for his outstanding leadership and meticulous attention to detail, particularly in designing a well-balanced program that combined professional exchange with cultural appreciation — including the thoughtful introduction of Guizhou’s finest local cuisine and traditions.
He also extended sincere thanks to Mr. Lin Dinli, Deputy Chief Prosecutor of Guangxi, for his gracious hospitality and excellent coordination throughout the delegation’s stay, ensuring the smooth and successful completion of all official activities.
Strengthened Academic and Institutional Cooperation
The visit also featured a high-level academic exchange with Guangxi Minzu University and the China–ASEAN Law School.
H.E. Phann Vanrath met with Madam Wei Shizhen, Rector of Guangxi Minzu University, and Mr. Chen Xing, Dean of the Law School, to discuss academic collaboration, legal education, and opportunities for future joint programs.
During the meeting, the Rector kindly expressed the University’s intention to appoint H.E. Phann Vanrath as an Honorary Professor, in recognition of his professional contributions and efforts in fostering regional prosecutorial cooperation. After touring the campus, H.E. Phann Vanrath praised the University’s impressive integration of cultural heritage and modern legal education and commended its dedication to training future generations of legal professionals.
A Testament to Cambodia–China Judicial Cooperation
The visit stands as a strong testament to the growing friendship and judicial cooperation between Cambodia and China. It highlighted the mutual commitment of both sides to deepen prosecutorial collaboration, promote capacity building, and jointly combat transnational crime.
H.E. Phann Vanrath emphasized that the mission’s success was made possible through the visionary leadership and effective coordination of the International Cooperation Department of the Supreme People’s Procuratorate of China.
He reaffirmed the General Prosecution Office of Cambodia’s readiness to continue close cooperation with the Supreme People’s Procuratorate of China through further exchanges, training programs, and regional initiatives aimed at advancing the rule of law and justice for all.
