(Phnom Penh): Cambodian Senate President Hun Sen responded to those calling for the Cambodia-Thailand border issue to be filed with the Co-Chairs of the Paris Peace Agreements to convene an urgent meeting on the matter.

Samdech Techo spoke on Friday (Oct. 24) during the 4th Session of the 5th Legislature of the Senate.

Samdech Techo Hun Sen affirmed that the Cambodia-Thailand border issue has gone beyond the scope of the Paris Peace Agreements, because the Royal Government of Cambodia has already referred the matter to the International Court of Justice (ICJ), the United Nations Security Council, as well as other relevant international forums.

According to Samdech, the Paris Peace Agreements have no legal authority to resolve or mediate border issues between Cambodia and Thailand. He added that the essence of the Agreements has already been incorporated into Cambodia’s Constitution. Furthermore, their validity effectively expired once the Constituent Assembly became the National Assembly, formed the Royal Government, and once the mission of the United Nations in Cambodia concluded.

“Now there are individuals calling to file a complaint with the Co-Chairs of the Paris Peace Agreements to urgently convene a meeting regarding aggression by a neighboring country. The question is whether the Co-Chairs would agree. Try asking Indonesia and France if they would agree to convene such a meeting. Would all the signatories participate, and how would it be resolved? [...] This issue has already gone beyond the Paris Peace Agreements, as it has been brought before the ICJ, the UN Security Council, and other international platforms,” the president underscored.

Regarding the current progress of the Cambodia-Thailand border situation, the Senate president highlighted that it has already reached a stage of easing tensions, following several important meetings between the two sides in recent days that yielded fruitful outcomes. The process is moving toward the signing of a peace agreement on 26 October between the Cambodian and Thai prime ministers in Malaysia during the ASEAN Summit.

It should be recalled that the Governments of Cambodia and Thailand previously agreed on a draft document concerning the peace agreement to be signed by both prime ministers, with the participation of the President of the United States, Donald Trump, and the prime minister of Malaysia, who chairs ASEAN, as witnesses at the ASEAN Summit on 26 October. Negotiations on this document had taken place over a long period, but only reached conclusion on 17 October 2025 in Malaysia.

This peace agreement or document will serve as a foundation to strengthen and restore normal relations between the two nations and peoples of Cambodia and Thailand. It also marks a step forward toward peaceful coexistence as neighboring countries and opens opportunities for both nations to live in peace and prosperity.
