(Phnom Penh): The Cambodian Human Rights Committee (CHRC) wishes to inform the public that, according to Khaosod English on 14 October 2025, Kavannavee Suebsaeng, Leader of the Justice Party, and Natthapong Ruangpanyawut, Leader of the People’s Party, have both spoken out regarding the use of disturbing sounds as a form of psychological intimidation and harassment against Cambodian civilians along the Cambodia–Thailand border, which constitute a serious violation of human rights and international law.

"These are the fourth and fifth person, following Angkhana Neelapaijit, Member of the Thai Senate, a senior official of the Office of the Prosecutor General and Sunai Phasuk, Advisor to Human Rights Watch in Thailand to recognize this as a serious human rights violation under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT)," according to the announcement seen by Fresh News on Tuesday (Oct. 14).

"The CHRC would like quote the following excerpt:

Kannavee Suebsaeng said “The use of loudspeakers to play ghost sounds is a violation of human rights and a trampling on human dignity. We should return to following the ceasefire agreement and utilize international forum effectively. I must emphasize that it would have been best if this had never happened. Influencers, military personnel, and the government must not support such actions.”

Natthapong Ruangpanyawut warned: “The act of using loudspeakers to broadcast ghost and fighter jet sounds—regardless of the intention—could psychologically affect Cambodian civilians, violates international law, and harm Thailand’s image on the international stage. Since the area is under martial law, the government and the military are responsible for preventing actions that could escalate tensions.”
