(Banteay Meanchey): On the night of October 13, 2025, a resident of Prey Chan village, Banteay Meanchey province, expressed strong anger over what they described as unethical behavior by Thai nationals who blasted loud noises that disrupted their sleep.
According to the villager, Thailand claims to be a peaceful country filled with educated people, yet, in his words, "there seems to be no one truly educated."
The resident of Prey Chan stated: "They come to disturb us so we can’t sleep. Do they even know if this is sinful or not? I want them to experience what it feels like. Let them play these sounds for their wives, children, parents and see how they feel. Can they sleep through it? Clearly, they have no sense of right and wrong. What religion do they even follow?"
It should be noted that on the night of October 13, 2025, the Thai military intensified its psychological tactics, growing more aggressive by the day. The intense sound bombardments have gravely disrupted residents’ sleep and mental health. Elderly individuals suffered irregular heart rhythms; children woke screaming in fear; and pregnant or postpartum women experienced serious health deterioration due to sleep deprivation.
The broadcasting of disturbing video sounds and ghost-like noises constitutes serious violations of multiple international human rights instruments.
In light of the above, the Cambodian Human Rights Committee (CHRC) lodged a formal complaint on October 11, 2025, with Volker Türk, the UN High Commissioner for Human Rights, calling for immediate intervention.
The CHRC respectfully urges the UN High Commissioner for Human Rights to:
1. Initiate an immediate investigation into the reported use of disturbing sounds by the Royal Thai Armed Forces along the Cambodia-Thailand border and ensure accountability for violations of international human rights law.
2. Call for the cessation of all acts of psychological intimidation against Cambodian civilians, particularly the deliberate use of disturbing sounds during nighttime hours.
3. Ensure protection and provide necessary medical and psychological support to affected individuals, including women, children, and the elderly.
4. Encourage strengthened cross-border dialogue between Cambodia and Thailand to prevent recurrence and uphold the respect the spirit of the 28 July 2025 Ceasefire Agreement and the 13-Points Agreed Minutes of the Extraordinary GBC Meeting.
