(Phnom Penh): The Korea International Cooperation Agency (KOICA) Cambodia Office organized a Pre-Departure Orientation for Cambodian government officials who will take part in three training programs in Korea this October. About 30 officials attended, including representatives from the Ministry of Justice(MoJ), the Ministry of Environment(MoE), five ministries along with sub-national administrations, consisting the Sustainable City Technical Working Group (SCTWG).

The training programs include “Capacity Building for the Ministry of Justice on Anti-Money Laundering Applying Digital Forensic in the Kingdom of Cambodia (‘24–‘26),,” “Capacity Building on GHG Emission Reductions for the Industrial Sector in East Asian Countries(‘25–‘27).,” and “Capacity Development for Sustainable City Planning and Development in Cambodia(‘23–‘25).” The program for the Ministry of Justice addresses Cambodia’s pressing need to strengthen its capacity to combat emerging crimes, focusing on digital forensic techniques to enhance investigation, prosecution, and international cooperation. The GHG reduction program for CLMVT countries and the sustainable city planning program, meanwhile, are designed to support Cambodia’s priorities in environmental governance and sustainable development, and are expected to contribute to institutional capacity building in these critical areas.

During the Orientation, participants were briefed on the KOICA Fellowship Program and shared country reports outlining Cambodia’s institutional challenges and future directions. Hort Sroeu, Senior Specialist at KOICA Cambodia Office, expressed appreciation for the partnership with the Royal Government of Cambodia, noting that these programs reflect the enduring friendship between Korea and Cambodia and support Cambodia’s national development efforts.

KOICA’s flagship fellowship initiative, the CIAT Program, focuses on building the capacity of policymakers, public officials, and experts to drive economic and social development. Through KOICA fellowship programs, nearly 4,200 Cambodian professionals have benefited as of 2024. In 2025, KOICA is offering various fellowship programs, including 10 country-specific courses and 7 multi-country courses.
