(Phnom Penh): Cambodian National Assembly President Khuon Sudary called upon the international community to keep closely monitoring the development of the Cambodia-Thailand ceasefire, and make their own assessment based on facts on the ground. International fact-finding mission is, therefore, urgently needed.

The president spoke at the 46th AIPA General Assembly, held under the theme: "Parliament at the Forefront for Inclusive Growth and Sustainable ASEAN" in Kuala Lumpur on 18 September 2025.

At the same time, Samdech Khuon Sudary took the opportunity to sincerely thank all peace- loving nations and individuals for their support in facilitating and overseeing the ceasefire between Cambodia and Thailand.

She added that the ceasefire agreement remains very fragile, as there are ongoing incidents of violations, including the illegal detention of 18 Cambodian soldiers taken hostage just hours after the ceasefire was reached and illegal installation of barbed wire and actions that disrupt the livelihoods of local communities and the violation of Cambodian sovereignty.

“Yesterday, Thai authorities used force against Cambodian civilians, resulting in injuries of more than twenty people. Thailand must refrain from the use of forces against civilians and properties,” she underscored.

Samdech stressed that building mutual trust requires efforts from both sides, based on good faith and sincerity. And the violators of the ceasefire must be condemned or punished.

At the Assembly, Samdech Khuon Sudary called upon the international community to keep closely monitoring the development and make their own assessment based on facts on the ground. International fact-finding mission is, therefore, urgently needed.

She continued, “We are deeply concerned that continued violations of the ceasefire could potentially lead to the loss of political trust and a resurgence of armed conflict, which would be detrimental to both nations. To prevent this, we must avoid taking actions that might escalate tensions. We must not use the rule of the jungle and the implementation of martial law with extraterritorial application that infringes on the sovereignty and territorial integrity of other countries. We must take all necessary measures to protect the rights, dignity and safety of civilians.”

In this connection, she emphasized that Cambodia must continue supporting the ongoing efforts of the Interim Observer Team (IOT) and work towards the swift formation and deployment of ASEAN Observer Team (AOT). It is urgent to remove the newly placed obstacles, such as barbed wire and tires, within areas where people have been living for decades and where demarcation has not been completed.

She further explained that it is necessary to stop the use of military force to do unilateral boundary demarcation works and let the Joint Boundary Commission to continue to work based on existing agreements and international law.
