(Phnom Penh): A delegation of 39 civil servants from Cambodia is preparing to embark on a specialized training program in Public Policy and Governance at the National Center for Good Governance (NCGG) in Mussoorie, India. This training, scheduled from 15-26 September 2025, marks another significant milestone in the ongoing partnership between India and Cambodia in civil service training.

The capacity building program is being organised as part of the Indian Technical and Economic Cooperation (ITEC) Programme under the Ministry of External Affairs, Government of India, and will be the 11th specialized training course on Public Policy and Governance for Cambodian officials. In 2023, four batches comprising a total of 160 Cambodian civil servants participated in the training programs at the NCGG. This collaboration expanded in 2024 to include six batches, benefiting 240 officials from various ministries. The present batch of participants represent ten ministries of the Royal Government of Cambodia, including the Ministry of Civil Service, Ministry of Health, Ministry of Commerce etc.

At the sending off function presided by Hun Many, Deputy Prime Minister and Minister of Civil Service of the Kingdom of Cambodia, Ambassador of India Vanlalvawna Bawitlung emphasized the importance of capacity building in the field of public policy to deliver good governance. He encouraged Cambodian officials to maximize their learning experience in India and to become positive contributors to the growth of bilateral relations between India and Cambodia.  

The Indian Technical and Economic Cooperation Programme,  ITEC  for short, is the leading capacity building platform of the Ministry of External Affairs, Government of India.  Instituted in 1964, ITEC is one of the oldest institutionalized arrangements for international capacity building having trained more than 225,000 officials from 160+ countries in both the civilian and in the defence sector through programmes conducted by over 120 participating institutions in India. Every year, around 300 officials from Cambodia participate in various training programmes under ITEC.
