(Phnom Penh): Lieutenant General Maly Socheata, Spokesperson for Cambodian Ministry of National Defence, reported that on 12-13 August 2025, Thai paramilitary forces and Thai border forces inspected the area in front of the Chouk Chey checkpoint. They set up barbed wired and placed tire in Chouk Chey village, Ou Beichoan commune, Ou Chrov district, Banteay Meanchey province in Military Region 5.

“Cambodia demands that the Thai side immediately and unconditionally halt all actions that violate ceasefire and the spirit and consensus reached at the GBC extraordinary meeting, particularly Point 2 and Point 4,” the spokesperson underlined.

Point 2 of the ceasefire agreement reached at the Extraordinary Meeting of the General Border Committee (GBC) on 7 August 2025 stipulates that both sides agreed to maintain current troop deployments without further movement as it is at the time ceasefire reached at 24:00 hours (local time) on 28 July 2025. There shall be no troop movements including patrol towards the other side’s position. Meanwhile, Point 4 stipulates that both sides agree not to undertake provocative actions that may escalate tensions. This includes military activities to enter the other side’s air space and territory or positions as of ceasefire from 24:00 hours (local time) on 28 July 2025. Both sides agree to refrain from constructing or enhancing any military infrastructure or fortifications beyond their own side.

According to the spokesperson, Article 5 of the 2000 Memorandum of Understanding (MOU) prohibits any work resulting in changes of environment of the frontier zone.

Cambodia reiterates its firm, clear, and unwavering commitment to respect and strictly implement the ceasefire agreement achieved on 28 July 2025, and the 13-point agreement reached during the extraordinary meeting of Cambodia-Thailand General Border Committee, GBC, on 7 August 2025, with observers from Malaysia, the United States of America, and the People's Republic of China.
