(Phnom Penh): On 1 August 2025, Ministry of Commerce, in collaboration with the Intellectual Property Association of Cambodia (IPAC), organized a seminar on the topic of “Intellectual Property Commercialization” at the Ministry of Commerce. The event was presided over by So Sreymech, Secretary of State at the Ministry of Commerce, and was attended and supported by numerous distinguished guests, including senior officials from the Ministry of Commerce, representatives and members of Intellectual Property Association of Cambodia, delegates from the China–ASEAN Legal Research Center, Federation of Associations for Small and Medium Enterprises of Cambodia (FASMEC), Young Entrepreneurs Association of Cambodia (YEAC).

The seminar was moderated by Attorney Keo Langcheng, Chairwoman of the IPAC Board of Directors, and featured presentations by three distinguished national and international guest speakers: Pich Ang, Founder and Former President of IPAC, Tha Rithy, Deputy Director of the Department of Intellectual Property of the Ministry of Commerce; and Associate Chen Zhe of SWUPL, and a representative of the China–ASEAN Legal Research Center.

In her keynote remarks, So Sreymech reaffirmed Ministry of Commerce’s commitment, under its role as Chair of the National Committee for Intellectual Property Management to raising public awareness, building capacity at all levels, and strengthening collaboration with relevant ministries, institutions, and the Intellectual Property Association of Cambodia. She also highlighted that Strategic Objective 6 of the National Intellectual Property Policy 2023–2028 focuses specifically on the intellectual property commercialization, aiming to boost the valuation and marketability of IP in Cambodia and create more effective, accessible opportunities for commercialization.

Zhang Xiao Jun, Vice President of SWUPL and Secretary-General of the China–ASEAN Legal Research Center, expressed his strong interest during the closing remarks of the seminar. He highlighted the excellent cooperation between Cambodia and China under the framework of the Belt and Road Initiative, and highly praised Keo Langcheng, Chairwoman of the Board of Directors of the Intellectual Property Association of Cambodia (IPAC), for initiating and coordinating the successful organization of the seminar. He emphasized that the event has created new opportunities for SWUPL University and the China–ASEAN Legal Research Center to contribute ideas to the Ministry of Commerce and the National Committee for Intellectual Property Management, particularly in areas such as legal research on intellectual property, human resource development, and visits to Chongqing.

Suon Vichea, Advisor to the Ministry of Commerce, Chairman of the Secretariat of the National Commission for Intellectual Property Management and Chairman of the Department of Intellectual Property, expressed his appreciation and summarized the program by affirming that the Department of Intellectual Property and the Intellectual Property Association of Cambodia are indispensable partners in promoting public awareness, encouraging innovation and creativity, registering and protecting intellectual property rights, and supporting enterprises to integrate IP into their business strategies. He also underlined their role in enhancing the commercialization of IP assets on a broader scale, to generate tangible economic value for IP owners.
