(Phnom Penh): Cambodian Delegate Minister Jean François Tan, emphasized that the immediate and unconditional ceasefire between Cambodia and Thailand was the result of the political will of Prime Minister Hun Manet, Acting Thai Prime Minister Phumtham Wechayachai, the initiative of U.S. President Donald Trump, and mediation efforts by Malaysian Prime Minister and ASEAN Chair, Anwar Ibrahim.

Delegate minister spoke on Monday (Jul. 28) during a press conference on the outcomes of Cambodian Prime Minister Hun Manet’s participation in a special Cambodia–Thailand ceasefire meeting held in Kuala Lumpur, Malaysia.

“This is an excellent result. It is beyond what we anticipated and beyond regional expectations. It is thanks to the political will of Samdech Thipadei Hun Manet, Thai Acting Prime Minister Phumtham Wechayachai, U.S. President Donald Trump, and Malaysian Prime Minister Anwar Ibrahim, who co-chaired the meeting with the active participation of China,” delegate minister underscored, adding that the agreement aims to prevent further casualties on both sides.

The high-level talks, hosted by Malaysia and co-organized with the United States, also included participation from Chinese representatives. At 2:00 p.m. on 28 July 2025, Prime Minister Hun Manet engaged in direct negotiations with Acting Thai Prime Minister Phumtham Wechayachai in Kuala Lumpur, under the mediation of Malaysian Prime Minister Anwar Ibrahim and with U.S. and Chinese involvement. The meeting concluded with a decisive agreement to halt hostilities, following a call from President Trump urging both nations to seek a peaceful resolution.

Both Cambodia and Thailand reached a common understanding, as follows:

1. an immediate and unconditional ceasefire, with effect from 24:00 hours (local time) on 28 July 2025. This is a vital first step towards de-escalation and the restoration of peace and security;

2. to convene informal meeting of regional commanders (Regional Military 1 and 2 on the Thai side and Regional Military 4 and 5 of the Cambodian side) at 07:00 hours on 29 July 2025, and followed by meeting with the Defence Attaches led by the Chair of ASEAN, if both sides agreed;

3. and to convene a meeting of the General Border Committee (GBC) on 4 August 2025, to be hosted by Cambodia.
