(Phnom Penh): Welcoming Sar Sokha, Minister of Interior of the Kingdom, Russian prosecutor general noted the positive dynamics in the development of bilateral cooperation. “Russian President Vladimir Putin characterized the relations between our countries as friendly and reliable,” the head of the Russian supervisory authority stressed. "This meeting also demonstrates the focus on comprehensive strengthening of the dialogue between Russia and Cambodia, which is actively developing in a wide range of areas, including law enforcement.”

Having briefed minister of interior on the main powers of the Russian Prosecutor's Office, Igor Krasnov drew particular attention to the work being done to strengthen international legal cooperation, including in the area of countering cross-border crimes, expressing his conviction that collaboration in this field is an important part of the interstate relations.

“In modern conditions, the greatest danger is posed by cybercrime, which covers a wide range of acts, and poses a threat to the world security as a whole,” said Russian prosecutor general. "A coordinated approach is required to combat it”.

Igor Krasnov recalled the draft Comprehensive Convention against Cybercrime, approved by the UN General Assembly last December, initiated and authored by the Russian Prosecutor General's Office. The signing ceremony will take place in the capital of Viet Nam this autumn.

“It is important that as many states as possible join this international treaty. I am sure Cambodia will be among its signatories,” said the head of the Russian supervisory authority.

Having emphasised the significant attention paid by the Russian Prosecutor General's Office to improving the professional competencies of its employees on the basis of the departmental University, Igor Krasnov highlighted the good prospects for interaction along the scientific and educational lines.

“We have successful experience of holding off-site educational events by our employees, where we share the best practices of combating modern criminal threats, including terrorism, extremism, illegal trafficking of drugs and weapons, money laundering, including the criminal use of cryptocurrencies,” – said the head of the Russian supervisory authority, offering the counterpart to join this format of interaction.

In conclusion, Igor Krasnov emphasized that the Russian Prosecutor's Office is open for professional dialogue on any issues, which will contribute to securing public and state interests.

In the course of the meeting with Om Yentieng, Chairman of the Anti-Corruption Unit of the Kingdom of Cambodia, Russian Prosecutor General praised the systematic work carried out in Cambodia to create a robust system of anti-corruption control and said that combating corruption in Russia is also one of the priorities of the state policy. “This has been repeatedly emphasised by Vladimir Putin, President of the Russian Federation, and a number of strategic documents in this area have been approved by him,” added prosecutor general of Russia.

Having emphasized the particular importance of anti-corruption issues, Igor Krasnov informed his foreign colleague that the Prosecutor General's Office of the Russian Federation, by virtue of the powers entrusted to it, is the central body for the implementation of the entire range of anti-corruption measures at the state level.

“In addition to control over officials’ income and expenditures, we have broad powers in the area of confiscation of corrupt revenues in civil proceedings,” the head of the Russian supervisory authority specified. “The Prosecutor's Office also coordinates activities of the entire law enforcement system to combat crime, including corruption”.

Igor Krasnov highlighted the role of Russian prosecutors within key international formats, including the UN, FATF, Global Operational Network of Anti-Corruption Law Enforcement Authorities, and in this regard, he broadly appraised the prospects for the development of close expert cooperation, shaping and promoting common positions on a variety of platforms.

Having described the formation of public intolerance to corrupt behavior as one of the main directions in this area, the Head of the Russian supervisory authority spoke about the practice of the Russian Prosecutor General's Office in organizing the annual international youth anti-corruption advertising contest “Together Against Corruption!”, which received over 41,000 thematic posters, drawings and videos from participants from all over the world last year. In order to popularize the contest in Cambodia, Russian prosecutor general invited Om Yentieng to join the international jury.

Igor Krasnov also expressed confidence that the Memorandum of Understanding signed today will serve to harmonize Russian-Cambodian approaches.
