(Phnom Penh): “This year marks 69 years since the establishment of diplomatic relations between Russia and Cambodia. Throughout these years, the two countries have been building trusting contacts based on mutual respect and support. This also applies to the law enforcement sector,” said Russian prosecutor general, welcoming his foreign colleague.
Igor Krasnov noted that the common goals of the prosecutor's offices of Russia and Cambodia are to ensure the rule of law, principles of justice, inevitability of punishment for crimes, protection of citizens' rights, interests of society and state. The Memorandum of Understanding (MoU) signed last September in Vladivostok became the foundation for interaction between the institutions.
“Implementing its provisions, we have started an active exchange of advanced practices in the organization of prosecutorial activities,” stated Igor Krasnov. "Within the framework of my visit, heads of the Russian Prosecutor General's Office divisions and experts of our departmental University delivered lectures for representatives of the Cambodian relevant bodies on topics of mutual interest”.
The Head of the Russian supervisory authority suggested continuing cooperation in the format of mutual off-site training events for prosecutors from Russia and Cambodia in the priority areas of cooperation enshrined in the MoU. He also confirmed readiness to share Russian experience in countering the most pressing challenges and threats, including the fight against digital crime, terrorism, extremism, corruption, money laundering, illegal trafficking of weapons and drugs, and expressed interest in studying the experience of Cambodian colleagues.
“I am convinced that today's signing of the Program of Cooperation for 2025-2026 will be another step in the development of professional contacts between the Prosecutor General's Offices of the Russian Federation and the Kingdom of Cambodia,” Igor Krasnov emphasised. “This year, within the framework of the first program event, we are to consider the prospects of implementing digital technologies in the prosecutor's activities and the application of artificial intelligence in our work".
The Head of the Russian supervisory authority named scientific and educational activities as another priority area of cooperation between the two prosecutor's offices and said that the departmental University of the Prosecutor's Office offers foreign citizens 5-year higher education programs. If they do not speak Russian, one-year training is provided for free.
In case foreign colleagues are interested, Igor Krasnov offered to select Cambodian representatives who wish to study in Russia and submit relevant applications.
In conclusion of the meeting, the Parties signed the Program of Cooperation between the Prosecutor General's Office of the Russian Federation and the Prosecutor General's Office of the Supreme Court of the Kingdom of Cambodia for 2025-2026.
