Kampong Cham (FN), Dec. 21 – Cambodian Prime Minister Hun Manet announced that during the past 16 months of the seventh-mandate Royal Government, over 3 million land parcels have been measured and registered, with title deeds issued for 87,000 of these parcels. Approximately 1.3 million parcels remain to be surveyed, with completion targeted for 2025.

The premier spoke on Saturday (Dec. 21) at the inauguration ceremony declaring Kampong Cham Province as completing systematic land measurement and title deed distribution.

“In this sixth mandate, according to available data, we issued 7.7 million land parcels and prepared land titles for 7 million parcels,” the premier underscored.

Samdech Thipadei continued: “In this short period, the Royal Government has advanced the registration of an additional 3.4 million land parcels. To date, we have issued 87,000 title deeds, with approximately 1.3 million parcels remaining to be measured and registered. We are working diligently to meet our goal of completing all measurements by 2025, with certificates distributed to citizens by 2027. This will mark nearly 40 years since land concessions began. I congratulate the more than 10,000 citizens present today, who are among the millions of people and hundreds of thousands of families benefiting from land registration and ownership.”

Prime Minister Hun Manet continued, “If the Royal Government were to harm its citizens, as some claim, it would not pursue a policy of measuring and distributing millions of land plots to the people. Instead, we are ensuring that land titles reach the citizens. Disputes do arise, but resolving them requires proper methods. We do not solve issues on Facebook or by shouting, but through real mechanisms, real teams, real budgets, real policies, real technology, and real work — ensuring actual distribution to the people, not merely rhetoric on social media.”

On the occasion, the premier also highlighted that the results of the land registration initiative demonstrate that the Royal Government, led by the Cambodian People’s Party, is delivering tangible outcomes. He stressed that land measurement facilitates effective land management, resolves conflicts, and enables the development of comprehensive plans.
