Phnom Penh (FN), Sep. 28 – Cambodian Senate President, Samdech Techo Hun Sen, has proposed that the Royal Government establish a CoolApp group to be used by national and sub-national authorities, as well as the armed forces at all levels, as a replacement for Telegram.

Samdech Techo wrote on his social media platforms on Saturday (Sep. 28).

"A few months ago, I encountered issues with Telegram where I could receive messages but was unable to send both text and voice recordings, resulting in delayed or no responses.

I would like to encourage all of you who have contact with me to use WhatsApp, and especially CoolApp, which is made in Cambodia.

With the recent personal data leaks from Telegram in certain countries, I am increasingly concerned about national security and the protection of personal information for all of us.

Concerned about the above-mentioned issues, I propose that the Royal Government establish a CoolApp group to be used by national and sub-national authorities, as well as the armed forces at all levels, as a replacement for Telegram.

Other institutions, such as the Senate, the National Assembly, and the courts, should also create CoolApp groups. Civil servants, the armed forces, and smartphone users can voluntarily use CoolApp for their communications.

This is not a compulsory to use CoolApp but rather a recommendation to ensure both national and personal security, as CoolApp is owned by Cambodians and ensures data security within Cambodia. Furthermore, CoolApp is available globally like any other platform, but unlike others, it prevents foreign access to public or private data.

We need a reliable and secure system for audio and video communications, like CoolApp, that safeguards both national and individual confidentiality.

Currently, CoolApp has grown to 300,000 users and uses the same encryption standards as international applications, ensuring that no one, not even the company, can view our messages. Cambodia has CoolApp, which is a source of pride for Cambodians, as only Cambodia and Viet Nam among ASEAN nations have their own messaging apps."
