Phnom Penh (FN), Aug. 6 – Cambodian Prime Minister Hun Manet said that the Royal Government of the 7th legislature prioritizes human capital development, aiming to transform Cambodia into a high-income country by 2050.

The premier spoke on Tuesday (Aug. 6) during a graduation ceremony for University of Puthisastra students at OCIC, Phnom Penh.

The Royal Government of Cambodia focuses on five priorities: 1) enhancement of quality of education, sports, science, and technology; 2) technical skills training; 3) improvements of people's health and well-being; 4) strengthening of social protection system and food system; and 5) strengthening of quality of citizenship of a highly civilized society with morality, equity, and inclusiveness.

"People remain at the core of our policy. Education and human capital training are long-term investment strategies of the Royal Government to build a social, economic, and industrial base centered on skills and knowledge. This approach ensures that Cambodia will avoid the middle-income trap on our path to becoming a high-income country by 2050,” said Samdech Thipadei.

On the occasion, Samdech Thipadei underlined that a national social assistance program has been established to support poor families and vulnerable groups, covering a total of 4.3 million people. He also highlighted the launch and promotion of informal economic development strategies, enabling participation in the formal economy and access to official social support systems.

The premier added that the creation of coordination mechanisms and financing programs to enhance productivity and stabilize the prices of key agricultural products. Additionally, agricultural technical officers are being deployed to all communes engaged in agricultural activities nationwide.

According to the Pentagonal Strategy Phase One, the development of human capital is indispensable for promoting sustainable and resilient economic diversification and economic growth. High quality and healthy human capital are strong assets for the nation in increasing economic values, promoting cultural values, and developing new ideas to ensure long-term sustained growth, and dynamic socio-economic development. Therefore, investment in human capital development is critical in responding to the growing needs of the national socio-economic development.
