The International Olympic Committee mandates cities to have at least 40,000 hotel rooms and an Olympic Village for 15,000 athletes and officials. Poor planning can result in a negative legacy, as seen with Sochi 2014, where the resort was overdeveloped and now requires over a billion dollars for maintaining underused infrastructure.
