Phnom Penh (FN), Jun. 17 – Cambodian Prime Minister Hun Manet shared six recommendations to foster modern urban development and address the increasing trend of urbanization.
The premier spoke on Monday morning (Jun. 17) during the groundbreaking ceremony for the Twin Flyovers at the Intersection of Samdech Techo Hun Sen Boulevard and National Road No.2.
The six recommendations are as follows:
1. Regarding the construction of physical infrastructure in the city, the specialized ministries, institutions, and Phnom Penh Capital Administration shall continue to execute based on two priority principles: 1) Accelerating the city's development by anticipating the needs of the people and increasing investment in line with the Master Plan for Phnom Penh Land Use 2035, and 2) Considering the construction of each building in accordance with the evolving needs of economic and social development.
2. Phnom Penh Capital Administration will continue to explore the use of modern, smart, and highly economical technologies in various physical infrastructure projects in Phnom Penh. This includes the installation of security cameras, solar lights, and automatic irrigation systems in public parks to enhance the city's attractiveness and luxury, making it deserving of a smart ASEAN city.
3. The Phnom Penh Capital Administration shall increase green cover in the city to decrease heat and greenhouse gases, particularly in construction areas where new physical infrastructures are planned, such as planting more trees at such as the base of the Chroy Changvar bridge on the west bank and the Moradok Techo flyover project.
4. The Phnom Penh Capital Administration shall work towards promoting the execution of investment plans for drainage infrastructure systems and water release systems to redirect rain floods in the Phnom Penh area, enhancing our city's resilience to climate change. Additionally, the Phnom Penh Capital Administration shall continue to inspect and resolve issues related to the drainage system, wells, and canals, while also ensuring preparedness to intervene in the event of rain floods and any potential contingency.
5. The Phnom Penh Capital Administration shall maintain its focus on implementing «the safe village-commune-district» policy, a key priority of the Royal Government to strengthen security and public order, such as crackdown on burglars, thieves, robbers and gangsters in schools and communities, etc., to ensure the safety of the residents and national-international tourists, which mean to continue taking action on a regular basis without exception.
6. The Phnom Penh Capital Administration shall focus on completely clearing the sidewalks in the city to improve traffic flow and reduce congestion, with the goal of decreasing travel expenses, promoting the use of bus services, and lessening the environmental impact in the city. Moreover, during rush hour traffic congestion, the Phnom Penh Capital Administration must deploy traffic police to reduce traffic until the traffic situation stabilizes, thereby minimizing disruptions for the citizens.
