Siem Reap (FN), Apr. 20 – Cambodian Prime Minister Hun Manet issued five recommendations to healthcare units across all levels to further enhance healthcare services for the people, particularly the underprivileged and vulnerable, speaking on Saturday (Apr. 20) during an inauguration of the surgical service centre of Siem Reap Provincial Hospital.
Samdech Thipadei underlined that achieving global health coverage goals will facilitate easier access to healthcare services in a timely manner and mitigate financial risks. This will foster greater inclusivity, particularly for impoverished and vulnerable families, enabling them to fully participate in socio-economic activities.
In addition, Samdech Thipadei recommended to health units at all levels to pay attention to the following implementation:
1. Doctors and healthcare staff shall maintain their reputation and dignity by adhering at all times to professional ethics in providing healthcare services to citizens, with honesty, integrity, and equity, especially to ensure that no patient is discriminated against or denied access to medical care due to socio-economic status, customs, religion, or political affiliation.
2. Continuously strive to improve the quality, efficiency, and safety of healthcare services, aiming to enhance the health outcomes of patients through the provision of comprehensive healthcare services. This includes promoting healthcare education, preventive services, diagnostics, treatment, and nursing services, as well as monitoring and evaluating service quality which encompasses clinical governance, implementing regular measures to improve service quality, utilising innovative digital technologies and enhancing the knowledge and skills of doctors and healthcare staff aiming to maintain a high standard of services, meeting citizens' expectation.
3. Strengthen the capacity of emergency services provision in hospitals and enhance the efficiency of the timely transporting system for patients or victims in need of emergency services. In this regard, emergency services in hospitals and ambulance services shall be prepared with doctors and staff on duty 24 hours a day, equipped with emergency supplies, medications, and sufficient communication means for intervention.
4. Improve the efficiency of providing healthcare services to impoverished and vulnerable families and other target groups within the Equity Fund program, as well as to members of the National Social Security Fund for healthcare, such as employees, through expanding healthcare services in line with the evolving trends of disease burden or health issues that are a priority for citizens.
5. Hospitals shall prioritise the maintenance of buildings, medical equipment, and communication means with a high sense of responsibility and in a proactive manner, to ensure long-term benefits in providing healthcare services to citizens. In addition, they shall also regularly uphold good hygiene and environment, as it is a crucial factor contributing to the enhancement of overall healthcare service quality, particularly in preventing hospital-acquired infections.
