Phnom Penh (FN), Apr. 19 – Cambodian Prime Minister Hun Manet highlighted the importance of conducting soldier recruitment and promotion based on meritocracy principles aligned with the positions and general statutes within the Royal Cambodian Armed Forces (RCAF). Candidates must undergo evaluation assessments by both the council and the evaluation committee of their hierarchical unit.

The premier spoke on Friday morning (Apr. 19) during an inauguration of buildings and closing 2023 training course of the National Defence University.

"Regarding the recruitment and promotion, we will continue to consider the proportion of military recruits annually and the training of officers involved in the three levels of military academies, as well as overseas training. Annually, how many percentages of the total number of soldiers must be recruited? Because after four years of training, the military officers cannot revert to soldier roles. Thus, in the next 15-20 years, we aim to achieve a balance between the number of military officers and soldiers," the premier underscored.

Addressing concerns about the disproportionately high number of military officers in Cambodia, the premier pointed to the historical context of Cambodia's wartime circumstances. However, Samdech Thipadei assured that in the future, efforts will be made to achieve a more equitable distribution between officers and soldiers.

On the occasion, Samdech Thipadei continued that the performance of military duties at all levels of the RCAF should adhere to the five approaches for good governance: mirroring, bathing, scrubbing, treatment, and surgery.
