Phnom Penh (FN), Feb. 22 – Cambodian Prime Minister Hun Manet said that promoting Cambodian Minister of Civil Service Hun Many to Deputy Prime Minister aimed to empower him in public administration reform for the national benefits.

The premier spoke on Thursday (Feb. 22) during a winning ceremony for public service providers in education and health, held at Diamond Island Convention and Exhibition Centre.

"Recently, there was an attack on promoting the Minister of Civil Service to the Deputy Prime Minister. Hun Many or whoever holds this position (Minister of Civil Service) must be promoted because this ministry serves as a secretariat in implementing the public functions reform that applies to all public ministries and institutions,” the premier underscored. “If the secretariat lacks authority, how can it effectively advise others?"

On the occasion, Samdech Thipadei continued that while the prime minister serves as the committee chairman, the minister functions as the secretariat responsible for policy implementation. Given that the Ministry of Civil Service plays a significant role in national and sub-national public administration reform, it is imperative to ensure validation and authority for the benefit of such reforms.

Please be informed that on 21 February 2024, Cambodian King Norodom Sihamoni issued a Royal Decree appointing Hun Many as Deputy Prime Minister and Minister of Civil Service, while Srey Thamrung and Pen Vibol as the Senior Ministers in charge of special missions.
