Phnom Penh (FN), Feb. 15 – Cambodian Prime Minister Hun Manet expressed his satisfaction that Cambodia possessed ample human resources capable of fortifying self-determination, eliminating the need for dependency on foreign support, speaking on Thursday (Feb. 15) during an inauguration of the National University of Management II.

In fact, Samdech Thipadei pointed out that during the 1990s, almost all national ministries and institutions relied on foreign experts of the development partners to draft the national plans. Nowadays, Cambodian civil servants at both national and sub-national levels are capable and solely responsible for it.

"During the 1990s, I remember almost all ministries and institutions relied on experts from the International Monetary Fund (IMF) and the World Bank to draft national plans. Currently, all of our national plans are drafted by Cambodian civil servants, from national to sub-national levels,” the premier underlined.

Samdech Thipadei continued, “Those asserting that Cambodia relies on other nations should scrutinize our management, strategic planning, leadership, and successful execution of plans across both private and public sectors. These are the capabilities of our Cambodian citizens, most of whom have been trained domestically for 40 years. Of course, some Cambodian citizens have received training abroad through scholarships, while the majority have been educated domestically. Self-determination also needs to be enhanced.”

In addition, Samdech Thipadei continued that in the 1990s, Cambodia could only attract investments for low-skilled labour-intensive industries, such as garment manufacturing. However, Cambodia can now attract investments in cutting-edge technology sectors.
