Phnom Penh (FN), Feb. 13 – Cambodian Prime Minister Hun Manet urged Ministries, Institutions, and Sub-National Administrations to collaborate with the Ministry of Inspection to enhance their work, speaking on Tuesday (Feb. 13) during the annual meeting of the Ministry of Inspection at Sokha Phnom Penh Hotel.
Samdech Thipadei underscored, "I would like to confirm that the Ministry of Inspection assisted the first four approaches of the five approaches for better governance – self-reflection, showering, exfoliation, treatment, and surgery.”
“The review process indicates that by reflecting on ourselves, as I have frequently highlighted, if we look in the mirror and fail to see the need for partner institutions to assist in holding the mirror and reflecting, we risk overlooking important insights. Therefore, I urge all units and institutions not to perceive inspection work as punitive, but rather as a means to assess both strengths and weaknesses,” the premier added.
Samdech Thipadei also introduced the development of an inspection law scheduled to take shape in 2024.
The Ministry of Inspection has three main functions as follow:
1. Conducting inspection work,
2. Monitoring the implementation of laws and legal norms by the Royal Government to ensure compliance with the current laws in Cambodia.
3. Receiving complaints and conducting investigations based on complaints from individuals and legal entities, and having the authority to initiate investigations.
The Ministry of Inspection conducts inspections across various ministries, institutions, and sub-national administrations, regardless of their performance being positive or negative. If an institution is found to be performing well, the Ministry will promote it as a model. However, if discrepancies are identified during inspection, the Ministry of Inspection will proceed accordingly. Minor issues will involve guidance, education, and correction, while serious issues will necessitate thorough investigation and reporting to the prime minister for appropriate action.
The inspection process necessitates three key components including human resources, operational procedures mechanism, and adherence to legal standards.
