Phnom Penh (FN), Dec. 4 – Cambodian Prime Minister Hun Manet made eight recommendations to continue to further strengthen the promotion of people with disabilities in Cambodia in a comprehensive and equitable manner.
The premier spoke on Monday (Dec. 4) during a celebration of the 25th National and 41st International Day of PWD at Diamond Island Convention and Exhibition Center, Phnom Penh.
The eight recommendations include as follows:
1. Increase investment in PWDs and create more resources for them, including innovative and dynamic curricula to ensure that they can thrive in Cambodian society, accessing equal and competitive opportunities both locally and globally.
2. All Ministries, institutions, competent authorities at all levels, relevant partner organizations and the private sector shall support the Disability Action Council, the Ministry of Social Affairs, Veterans and Youth Rehabilitation and Persons with Disability Foundation to continue to strengthen the implementation of the National Strategic Plan on capacity building and human resource development in line with the Pentagon Strategy-Phase 1 by prioritising vocational training, maintaining the talents and creativity of people with disabilities.
3. All ministries, institutions, relevant partner organizations and the private sector must start adjusting or arranging facilities for people with disabilities in public and private places in accordance with the Law on the Protection and the Promotion of the Rights of Persons with Disabilities and the technical standards of physical infrastructure to enhance accessibility for people with disabilities.
4. All ministries, institutions, and the private sector should actively promote the employment of people with disabilities who possess the qualifications and capabilities to fulfill responsibilities in various roles, ensuring their right to work without discrimination including opportunities in civil service, labor, apprenticeships, or internships.
5.Encourage the private sector, civil society, factories, enterprises, and all institutions to responsibly implement and recognize the obligation to recruit people with disabilities aligns with the provisions outlined in the Law on the Protection and Promotion of the Rights of Persons with Disabilities.
6. The Ministry of Information must guide all public and private radio and television stations, as well as other media outlets, to increase the broadcast time with sign language translation and running text for deaf-and-mute persons.
7. The Ministry of Public Works and Transport and the Ministry of Health will cooperate with the Ministry of Social Affairs, Veterans and Youth Rehabilitation to facilitate the process for people with disabilities to obtain a valid driver's license in accordance with the capabilities and the technical characteristics of vehicles.
8. All ministries and institutions competent authorities at all levels, relevant partner organizations, and the private sector continue to strengthen the implementation of existing laws and regulations and continue to participate in additional initiatives on the protection and promotion of the rights of persons with disabilities.
