Phnom Penh (FN), Nov. 20 – Cambodian Prime Minister Hun Manet said that in 2024, the Royal Government aims to undertake public administration reform, calling for all ministries and institutions to conduct a comprehensive review of their internal structures, roles, and duties to avoid overlapping responsibilities.

The premier spoke on Monday (Nov. 20) during the announcement of the 5th and 6th priority policy programs of the seventh-mandate Royal Government at the Ministry of Agriculture, Forestry, and Fisheries.

"The primary objective is to strengthen our mechanism to ensure the effective functioning of national and sub-national institutions. We aim for a streamlined approach - one partner, one window, one dialogue. The private sector should have a single representative, the farmer should have one community, and the government should have a unified representative for collaborative efforts, facilitation, and shared goals," the premier underscored.

Samdech Thipadei continued, "In 2024, I envision public administration reform. All ministries must scrutinize their internal structures and roles to avoid overlapping responsibilities. For instance, the Ministry of Agriculture's Research Department might have overlapping tasks with the Cambodian Agricultural Research and Development Institute (CARDI). Questions such as "Who has authority over sand control?" often emerge in areas like Water Resources, Rural Development, and Mines and Energy. These aspects require a thorough review.”

On the occasion, Samdech Thipadei emphasized that while formulating a policy framework through thoughtful consideration and documentation is crucial, the ultimate determinant of success or failure lies in its effective implementation. Poor implementation not only hinders success but also contributes to increased institutional overlap.
