Phnom Penh (FN), Oct. 10 – Cambodian prime minister Hun Manet advised relevant ministries and institutions to successfully implement the National Strategy on Informal Economic Development 2023-2028 to enhance protection and strengthen the informal economy's capacity, productivity, and resilience.
The premier spoke during the launching of the National Strategy on Informal Economic Development 2023-2028 on Tuesday morning (Oct. 10) at the Sokha Hotel Phnom Penh.
"I would like to ask the Ministry of Industry and relevant ministries, institutions, and civil servants at all levels to make every effort to promote the implementation of this national strategy in their respective jurisdictions. At the same time, I would like to encourage the citizens, businessmen, investors, associations, civil society organizations, development partners, and national and international institutions to actively support the implementation and maximize the benefits of this important national strategy," the premier underscored.
Samdech Thipadei gave five recommendations as follows:
First, adjust and set up mechanisms to facilitate access to the system. The Royal Government will deploy and strengthen management mechanisms and coordination between relevant ministries and institutions to ensure maximum consistency, implementation and modify procedures.
Second, reduce the compliance burden. The Royal Government will reduce the maximum burden on compliance as much as possible, avoiding the establishment of many procedures and ensuring predictability for the business and work tasks.
Third, offer assistance and support to those involved in the system. The Royal Government will strengthen and expand the scope of the healthcare equity fund and provide occupational safety support to provide healthcare to priority groups.
Fourth, enhance capacity building and support for those involved in the system. The Royal Government will improve the quality and ease of access to public services and other support, strengthening skills training and creating market access opportunities to motivate them to grow and fully participate in the formal economy.
Fifth, strengthen and expand the dissemination and promotion of awareness and participation. To achieve this goal, the Royal Government will expand, enhance the effectiveness of dissemination, and awareness of the policies as well as the strategies of the Royal Government and the benefits of joining the formal system. At the same time, the Royal Government will help establish an informal economy to promote dialogue and participation in the formulation of various policies.
