Phnom Penh (FN), Aug. 11 – On 17th March 2023, the Pre-Trial Chambers II of the International Criminal Court (ICC) issued an arrest warrant for President Vladimir Vladimirovich Putin of the Russian Federation in the context of the situation in Ukraine. The ICC alleged that President Putin is responsible for war crimes for the unlawful deportation of the population (children) and the unlawful transfer of the population (children) from occupied areas of Ukraine to the Russian Federation since February 2022. Moscow has denied those allegations and emphasised that “Russia is not a party to the Rome Statute of the International Criminal Court and bears no obligations under it” (Russian Ministry of Foreign Affairs Spokeswoman Maria Zakharova).
