Phnom Penh (FN), Aug. 6 - Press attaché of the Russian Embassy in Cambodia Rafael Iangareev reaffirmed that Russia is ready for peaceful negotiations with Ukraine, speaking at a press briefing on Russia’s foreign policy and developments around Ukraine, held on 3 August 2023 at the Russian Embassy.

“Russia is ready for talks to settle the crisis in a peaceful manner, but they are impossible when the other side is unwilling to act accordingly to cease fire and the west unwillingly ceases the supply of the arms to Ukraine. In such circumstances, Russia will continue the special military operation to fulfill the stated objectives,” said Rafael.

“Russia has acted in full accordance with the UN Charter,” Rafael added.

According to the Russian military attache of the embassy, Moscow is aware of the west’s plan for the deployment of Polish soldiers on the territory of Ukraine and to increase NATO military presence near Russian borders, which is considered a serious threat to Russian national security that requires the defense of the country. The actions of western countries will not remain unanswered.

He added, “the entry of any NATO troop into the territory of Ukraine will be considered by Moscow a legitimate target in the world of conflict.”

Responding to another question on the possible use of nuclear weapons on Ukraine, the embassy referred to the 2020 Nuclear doctrine entitled “Russian Nuclear Deterrence State Policy”, which identified the range of threats that Russia seeks to deter with its nuclear forces, clarified Russia’s general approach to nuclear deterrence, and articulated conditions under which Russia might use of nuclear weapons.

“It is mostly Kiev and its Western mentors who speculate on the use of the nuclear weapons. This year, the United Kingdom and the United States announced the plans to supply Ukraine with the depleted uranium weapons, as they practiced in Yugoslavia and Iraq. As for Russia, our country has a Nuclear doctrine, which clearly describes the case, when such a weapon might be used,” said Rafael.

It should be noted that recently, former Russian president Dmitry Medvedev said that Russia would have to use nuclear weapons if Ukrainian forces threaten Russian territory in their ongoing counteroffensive, in a message on his social media accounts. Meanwhile, in June this year, Russian president Vladimir Putin also confirmed the deployment of tactical nuclear weapons to Belarus.
